ANJU, North Korea (AP) ? More heavy rain pounded North Korea on Monday, submerging buildings, cutting off power, flooding rice paddies and forcing people and their livestock to climb onto rooftops for safety.

The rain follows downpours earlier this month that killed nearly 90 people and left more than 60,000 homeless, officials said. The floods come on the heels of a severe drought, fueling renewed food worries about a country that already struggles to feed its people.

Two-thirds of North Korea's 24 million people face chronic food shortages, a U.N. report said last month, while asking donors for $198 million in humanitarian aid for the country. South Korean analyst Kwon Tae-jin said the recent flooding, coming so soon after the dry spell, is likely to worsen the North's food problems.

On Sunday and Monday, rain hit the capital Pyongyang and other regions, with western coastal areas reporting heavy damage.

In Anju city in South Phyongan province, officials reported 1,000 houses and buildings were destroyed and 2,300 hectares (5,680 acres) of farmland were completely covered.

The Chongchon River in Anju city flooded on Monday, cutting communication lines and submerging rice paddies and other fields, said Kim Kwang Dok, vice chairman of the Anju City People's Committee, who told The Associated Press that the disaster is the worst in the city's history.

Boats made their way through the muddy water that covered the city's streets Monday. Many residents sat on their homes' roofs and walls, watching the rising water. A young man wearing only underwear stood on a building's roof with two pigs; four women sat on another rooftop with two dogs.

Helicopters flew to various areas to rescue flood victims, state media reported. Casualties from the latest rains were not immediately reported.

If it rains again before the water drains, the damage will be greater, Kim said.

Earlier this year, North Korea mobilized soldiers and workers to pour buckets of water on parched fields, irrigate farms and repair wells as what officials described as the worst dry spell in a century gripped parts of both North and South Korea.

North Korea does not produce enough food to feed its people, and relies on limited purchases of food as well as outside donations to make up the shortfall. It also suffered a famine in the mid- and late-1990s, the FAO and World Food Program said in a special report late last year.

Report: US presents Israel with Iran strike plan

JERUSALEM (AP) ? An Israeli newspaper reported Sunday that the Obama administration's top security official has briefed Israel on U.S. plans for a possible attack on Iran, seeking to reassure it that Washington is prepared to act militarily should diplomacy and sanctions fail to pressure Tehran to abandon its nuclear enrichment program.

A senior Israeli official, speaking on condition of anonymity to discuss confidential talks, said the article in the Haaretz daily was incorrect.

Haaretz said National Security Adviser Tom Donilon laid out the plans before Israeli Prime Minister Benjamin Netanyahu during a dinner at a visit to Israel earlier this month. It cited an unidentified senior American official as the source of its report, which came out as presumptive Republican presidential nominee Mitt Romney was telling Israel he would back an Israeli military strike against Iran.

The American official also said Donilon shared information on U.S. weapons that could be used for such an attack, and on the U.S. military's ability to reach Iranian nuclear facilities buried deep underground, the newspaper said. It cited another U.S. official involved in the talks with Israel as concluding that "the time for a military operation against Iran has not yet come."

The Israeli official, speaking on condition of anonymity to discuss a confidential meeting, said, "Nothing in the article is correct. Donilon did not meet the prime minister for dinner, he did not meet him one-on-one, nor did he present operational plans to attack Iran." He had no information when asked if Donilon had discussed any kind of attack plans with any Israeli official. Haaretz said another Israeli official attended for part of the meeting.

The U.S. Embassy had no immediate comment. Haaretz cited Tommy Vietor, a spokesman for the U.S. National Security Council, as declining to comment on the confidential discussion between Netanyahu and Donilon.

Both Israel and the U.S. think Iran's ultimate aim is to develop weapons technology, and not just produce energy and medical isotopes as Tehran claims. U.S. officials are concerned that Israel might attack Iranian nuclear facilities prematurely, and have been trying to convince Israeli leaders they can depend on Washington to keep Iran from becoming a nuclear power.

Israeli leaders have repeatedly said they would not contract out their country's security to another nation.

In Jerusalem on Sunday, a top Romney foreign policy adviser told reporters, "If Israel has to take action on its own, in order to stop Iran from developing the capability (to build a nuclear weapon), the governor would respect that decision." Romney also thinks the option of a U.S. attack should also be on the table.

Madagascar deports ousted leader's spouse to Thailand

The wife of Madagascar's ousted leader Marc Ravalomanana was deported and put on a flight to Thailand Friday, hours after she landed at the island nation's capital, her son said.

"They pushed my mum out of the country," Tojo Ravalomanana told AFP.

Her husband's lawyer, Hanitra Razafimanantsoa, said: "They sent her to Bangkok. She called from the plane. She doesn't have a visa or any money."

The head of Ravalomanana's political movement, Mamy Rakotoarivelo, earlier told AFP that she had been detained on arrival but was later released at the order of Prime Minister Omer Beriziky.

The former president and his wife have repeatedly tried and failed to enter the country. Their son Tojo has been living on the island.

Since his ouster in 2009, Ravalomanana has been living in exile in South Africa.

His wife attempted to return following this week's talks between Ravalomanana and Andry Rajoelina, the country's current ruler who took power with army backing three years ago.

But Rajoelina's office described the attempt by Ravalomanana's wife to return, as "provocative" and in "flagrant violation of the resolutions taken at the face-to-face talks held in Seychelles."

"At a time when the people and the country are seeking ways towards peace and quiet, this irresponsible and provocative move by Marc Ravalomonana, could jeopardise the continuation of the next round of negotiations," said a statement from Rajoelina's office.

The first direct talks between the two failed to agree on conditions for Ravalomanana's eventual return, but his wife's arrival was seen as a sign of progress in easing the deadlock.

Agreeing on the terms of his return is one of the major hurdles in guiding Madagascar towards elections.

The two rivals are expected to meet again within three weeks, before the next summit of the Southern African Development Community, which is mediating in the crisis.

FORTUNE -- Deciding to start a family is an incredibly hopeful act and one that reflects in part the national mood.? It should be no surprise then that birth trends in the United States peaked in 2007 and then began a long period of deceleration and decline over the subsequent five years. Births were still declining in 2011 and look likely to continue to slow in 2012, reflecting the shifting landscape of global economic concerns. There are glimmers of hope, however, and a recovery bodes well for many stocks in Healthcare, but in particular Hosptials.

There is a large body of academic work that describes how individuals and families consume, save, and plan over their lifetime.? The broad name of the field is Life-Cycle Hypothesis. In the simplest terms,? an individual behaves in predictable ways over his or her lifetime. He buys a home, invest in stocks, has children, reaches his peak income, among many things, in predictable ways over his lifetimes. For the healthcare sector, it's important to remember that people also age, which begins an accelerating cycle of doctor visits, medications, and hospital stays. The key point though is that these consumption patterns are distinct at discrete age groups. Looking then at the historic pattern of peaks and troughs of births tells a story of predictable consumption in the future.

What makes these consumption patterns worth thinking about is the wide variation in birth trends over the last 100 years, including the last five years of declines in the United States. Birth trends fell in the 1920s and 1930s, which has been a present day problem for nursing homes and senior living in recent years as the growth in their key customer base has slowed. The Baby Boom following WWII led to the great healthcare boom of the 1990s and early 2000s as Boomers aged through the period in their life when healthcare consumption begins to accelerate in earnest.? It helped too that they had reached peak earnings (late 40s) and peak disposable income (50s).

For hospital companies, birth trends play a major role in admission trends, making up over 20% of the total hospital admissions.? While there have been many issues facing hospitals including reimbursement pressure from states cutting Medicaid, cuts to Medicare written into the Affordable Care Act, and pressure from private insurers through rates and rising out of pocket expenses for their enrollees, the slowdown in births has been the least discussed.

Our analysis shows that over the last five years, the difference between the predicted number of births, based on per capita birth rates by age and the number of women entering child bearing years, and actual births has created a cummulative deficit of between 530,000 and 1,600,000 babies not being born. Considering that there were 4.3 million births in 2007, the magnitude is indeed relevant. Further, uncovering where the inflection point of a recovery is in the furture will be a meaningful catalyst for admission trends for hospitals. In addition to slowing birth-related admissions, hospitals have experienced pressure on admissions from everything from knee replacements to cardiovascular surgeries.

Our best forecast about the timing of a recovery in births in the United States is that we will see them turn positive in the fourth quarter this year. However, over the next two quarters, trends will remain soft and in fact appear to be weakening further sequentially.? This will have a negative impact on hospital admission trends, revenues, and earnings. Weighing the short-term weakness against the longer term acceleration will be our key focus over the next few quarters.

The genre mishmash ? ?mashup? would be an overstatement ? that cranks up The Watch might sound fresh: guy-centric goofiness meets sci-fi, with a dash of marital coming-of-age story. But the feature feels like part three of a past-its-prime franchise. That might be because topliners Ben Stiller and Vince Vaughn are playing the guys they always play, or because the script, credited to Jared Stern, Seth Rogen and Evan Goldberg, moves lazily from setup to punchline to setup, with no particular point and almost no punch.?

It?s not likely that a big-screen alien invasion has ever felt less urgent. But as the highest-profile comedy to hit theaters since last month?s Ted, the Fox release is sure to pull in strong, if not stratospheric, numbers.?

Originally called Neighborhood Watch and changed to the more generic title after the fatal shooting of Trayvon Martin, director Akiva Schaffer?s pic is set in the fictional Glenview, Ohio, played by Atlanta as a generic suburban fantasyland lined with oversize houses. Stiller?s Evan Troutwig manages the local Costco, which turns out to be HQ for the invaders ? the idea of big-box one-stop shopping for planetary takeover one of the movie?s better jokes among the predictable shock-value guy talk.

A civically inclined yet angry milquetoast, Evan spearheads a neighborhood watch after the brutal, mysterious murder of one of his employees, a night guard (Joseph A. Nu?ez) who happens to be a newly minted American citizen but is, more crucially, Expendable Victim No. 1. The recruits are married party guy Bob (Vaughn), wannabe cop Franklin (Jonah Hill) and newly divorced Brit Jamarcus (Richard Ayoade).?

The latter two lend the proceedings a bit of unpredictable character, although the maladjusted Franklin?s bedroom arsenal might give some viewers pause in light of recent horrific events. Vaughn adds a layer of paternal hysteria to his patented loudmouth, as Bob tries to rein in teen daughter Chelsea (Erin Moriarty) and quash her hotshot boyfriend (Nicholas Braun).?

Schaffer, a vet SNL writer, tries to frame the quartet?s heroic misadventures with complicating friction: They?re continually tormented by a snarky cop (Will Forte), and Evan is trying to evade facts with his eager-to-procreate wife (the talented Rosemarie DeWitt, doing what she can with a paper-thin role). But mainly the film proceeds by gags, with at least as many misses as hits. The guys discover an alien weapon that shoots lethal lasers (cue montage of them blowing things up); the guys capture one of the skeletal aliens (cue montage of them posing for ?funny? photos with said alien). The monster itself, a combination of live-action and digital effects, has the look of an oversize insect and oozes the requisite slime.?

Its m.o. of skinning victims and donning human exteriors introduces a Body Snatchers element and the kernel of a good movie. Knowing that invaders are passing themselves off as members of the Middle American community naturally gives rise to paranoia ? a good fit for the mistrust and disaffection that Stiller can be so good at conveying. But though he gets to run with mechanical fury like an MI-franchise Tom Cruise, the edgier aspects of Evan?s personality are downplayed, even in his run-ins with a creepily attentive new neighbor. An uncredited Billy Crudup plays up the neighbor?s weirdness, while Andy Samberg cameos in the disappointing payoff to this strand of the story.?

With its polished but undistinguished design and visuals, The Watch wastes much of its running time on the expected bawdy shtick and man-cave musings. Tying it all up in unmemorable fashion are the usual lessons in being a grownup.

Netflix chosen by many, but liked by few, says study

Despite being used by more than 80 percent of the respondents in a new Consumer Reports survey, Netflix video streaming service?doesn't seem to be very well-liked. Users mainly criticized its poor selection and did not see it as a viable option for replacing cable TV and movie rentals.

Over 15,000 people were surveyed by Consumer Reports for the study, and while it doesn't really bear out any new information, it does indicate that people understand the shortcomings of these services.

With Netflix, predictably, it's the selection. Who hasn't tried to find something to watch some night, only to spend it scrolling through endless early-2000s movies and obscure documentaries? One respondent noted that the latest movie he could find with George Clooney in it was 10 years old. Even for $8 a month, that's pretty shabby.

The larger take-away is that there still just?isn't a valid replacement for cable TV and movie rentals. You can go cheap with Netflix or Hulu Plus, but those are far from an all-access pass. You can pay per episode with Vudu or iTunes, but you may end up spending $30 just to watch a single season of a single show.?And independent movie rental places have a great selection and helpful staff, but no one wants to bet they'll be around in a couple years.

For now it seems people are satisfied to pay their money and get their cable, and then switch on the Roku or Apple TV when there's nothing good on. But given the amount of dissatisfaction with any given?part of this arrangement, be it cost, selection or convenience, the next few years may see more people than ever trying to cut the cord. Meanwhile, Netflix will take the abuse and somehow still maintain a stranglehold on its subscribers. Maybe it's Stockholm Syndrome.

Swizz Beatz Addresses Megaupload.com Legal Situation - Hip Hop

(AllHipHop News) Swizz Beatz has commented on the legal situation involving Megaupload.com, a company that listed the superproducer as CEO before it was shut down for piracy in January.

Last week, the government revealed that they were officially looking into Swizz Beatz and his role as CEO of the company, as they attempt to bring a trial against Megaupload.com in the United States.

Several top executives at Megaupload.com were arrested on January 19, on charges of copyright infringement and racketeering.

Federal prosecutors claim Megaupload.com generated over $175 million in illegal proceeds from copyrighted works, costing the entertainment industry over $500 million in lost revenue.

?I?m a fan of music. I?m a fan of people that work hard. I would never be a part of anything that?s taking from an artist when I fight so hard to give so much to the artists,? Swizz Beatz said in an interview with AlLindstrom.com.

?I was giving the artists 90% of they s**t. Sometimes when something is so powerful and people can?t control it that type of attack happens,? Swizz Beatz reasoned. ?You see that happen with multiple things in life. Things that are so powerful, they get shut down unexplainably.?

Swizz Beatz, born Kaseem Dean, may have a point.

Just last week, Megaupload.com?s billionaire founder, Kim DotCom, claimed that U.S. Vice President Joe Biden personally ordered the company?s shutdown.

Kim DotCom claimed that Vice President Biden met with the head of the Motion Picture Association of America over the issue of piracy.

?I do know from a credible source that it was Joe Biden, the best friend of former Senator and Motion Picture Association of America (MPAA) boss Chris Dodd, who ordered his former lawyer and now State Attorney Neil MacBride to take Mega down,? Kim DotCom told TorrentFreak.com in a separate interview.

Last week, Kim DotCom scored a victory in the case, when a New Zealand judge ruled that FBI warrants obtained to search his mansion in Auckland were illegal.

Swizz Beatz, who has worked with artists like Jay-Z, Jennifer Lopez, Mariah Carey, Beyonce, Snoop Dogg, Ludacris, and Chris Brown and has won three Grammys, defended his character.

Although he is being associated with a file-sharing battle similar to those launched against past services like Napster, Audiogalaxy, LimeWire, and others, Swizz Beatz denied any wrong doing.

?I?m in the business of inspiring people. And I can?t be in the business of inspiring people if I?m so-called robbing my friends,? Swizz Beatz said. ?And my friends know that, that?s why ain?t nobody speak out and say any clown s**t about me. They know my character and they know what it is.?

Dr. Singh, who leads the health quality program at the Houston Veterans Affairs Research Center of Excellence, said in an interview that several studies have shown that doctors delay or fail to notify patients of as many as 36 percent of abnormal test results, including possible malignancies.

There are many reasons, he said, chief among them the lack of reliable tracking systems to follow up the hundreds of results that a busy physician typically receives in a week.

Since 2003, patients have been entitled to receive medical records from doctors, hospitals and health plans within 30 days of their request. Clinical labs, which perform most tests and are required to report to the physicians, were the exception.

Seven states permit labs to release reports directly to patients, seven states allow such reporting with physician approval, and 23 states are silent on the issue. Thirteen states mandate that labs report only to physicians. But potential changes under review to federal health privacy regulations would allow all patients to request results directly from labs, which would have 30 days to comply.

Would quicker, direct access reduce anxiety? Or, without a medical professional offering context and explanation, could it provoke greater anxiety or even false assurance?

Dr. Jason Poston, an associate fellow at the Bucksbaum Institute for Clinical Excellence at the University of Chicago Medical Center, has mixed feelings about direct access.

The 18th annual Jeanne Renault Memorial Golf Classic tees off on Aug. 16, with all the proceeds going to the family violence prevention program at Woolwich Community Services.

The tournament is named in memory of Jeanne Renault, an Elmira resident who was a longtime supporter of issues related to women and violence in the community. She was instrumental in starting the family violence prevention program in 1990.

For $125, golfers will get 18 holes at the Conestoga Golf and Country Club, dinner, and the chance to win some prizes through a raffle and silent auction, as well as some on-course activities such as closest-to-the-pin and hole-in-one awards.

The program also has a bowl-a-thon in the fall to raise funds, but WCS executive director Don Harloff said the golf tournament is the program?s major fundraiser each year, allowing the organization to continue its work in the community.

The program provides education to the community on building healthy relationships, support to victims of violence and their families, information and referral to relevant services, individual and group support. Proceeds from this event will be directed to prevention initiatives, particularly towards issues of dating violence and strong relationships.

?Foremost, it provides support to people who have been victims of domestic violence, or relationship violence,? said Harloff of the program. ?We work with women and men directly and in groups in order to support them through the difficulties that they?re facing.?

The program also supports an in-class educational component where classrooms throughout Woolwich and the north part of Wellesley see children from Grades 1 to 8 learn the importance of healthy relationships.

?We use funds for a variety of things, including our prevention work we are doing in schools every year,? said Harloff. ?We go to schools and provide educational components to classes and are trying to get kids to learn how to relate more positively with one another.?

The in-class educational visits are related to the ages of the children at the schools. A child in Grade 1 will learn how to deal with peers on the playground and how to share. For children who may be entering the dating world they are told about the importance of positive dating relationships

?We have been doing this for a number of years and we think it is a very effective way of getting the positive message across to young people in the community to develop healthy dating habits in their future.?

Last year 100 golfers raised approximately $14,000 and organizers are expecting the same this year.

The Jeanne Renault Classic starts at 12:55 p.m. Aug. 16. It?s not too late to sign up as organizers are still accepting golfers as well as sponsors and prize donations. For more information contact WCS at (519) 669-5139.

Although there is no deadline for golfers to sign up to participate in the tournament, organizers are hoping to have most golfers signed up by Aug. 1.
