Earnings Preview: Shell to report Q3 results

AMSTERDAM (AP) ? Royal Dutch Shell PLC reports third quarter earnings before European markets open on Thursday.

Analysts expect profits at Europe's largest oil company by market capitalization to fall by 10-20 percent, due mostly to sharply weaker natural gas prices in North America compared with the third quarter of 2011.

Shell has been investing heavily in new capacity, and analysts will be looking at whether a number of new projects the company has been bringing on line are boosting production as promised. In the third quarter of 2011, Shell pumped 3.01 million barrels of oil and equivalents per day.

In addition, Shell will be reporting on what progress, if any, it made in drilling off the coast of Alaska amid difficult weather in the late summer. The company has invested more than $4 billion in obtaining U.S. licenses and building equipment to seek oil in the Arctic circle, despite opposition from environmental groups.

On Tuesday, Shell's biggest European rival, BP, reported better-than-expected earnings, excluding one-off gains, of $5.2 billion, down from $5.5 billion in the third quarter of 2011.

Shell's shares were flat in the third quarter and were down 5.7 percent for the year as of Wednesday.

WHAT'S EXPECTED: Analysts surveyed by ThomsonReuters expect net earnings of $6.31 billion, or $1.93 per share, excluding one-time gains.

LAST YEAR'S QUARTER: The Hague, Netherlands-based Shell reported earnings of $7.25 billion on the same basis, or $2.24 per share, in the third quarter of 2011.

The Office and Management and Budget (OMB) has directed federal agencies to clarify the roles and responsibilities of their most senior acquisition officers.

Joseph Jordan, head of the Office of Federal Procurement Policy (OFPP) told agency Chief Acquisition Officers (CAOs) and Senior Procurement Executives (SPEs) to work together to ensure that CAO roles and responsibilities enable agencies to meet ?mission goals effectively and efficiently.?? Jordan directed agency CAOs and SPEs to particularly address issues raised in a recent General Accountability Office (GAO) report on CAO.

In that report, GAO reviewed the roles and responsibilities of Chief Acquisition Officers and found that their responsibilities varied across agencies.? GAO also found that many CAOs also held other senior level management positions, which complicated successful execution of their acquisition responsibilities.? GAO recommended, and OMB agreed, that CAO roles and responsibilities should be clarified and conveyed to each agency?s acquisition workforce.

The Jordan memo directs agencies to update internal management policies to ?clearly define? CAO and SPE roles and responsibilities to ?reflect statutory and regulatory requirements and priority management areas.?

Jordan instructs CAO/SPE reviews to focus on areas that have the most impact on agency acquisition operations:? Buying Smarter (increase agency?s use of strategic sourcing vehicles and identify goals for increasing competition and reducing high-risk contracts); Strengthen the Acquisition Workforce (develop and implement an annual ?Acquisition Human Capital Plan? and better support IT acquisition); Build the Right Supplier Relationships (promote a high-performing and ethical supplier base and stress small business contracting); and Advance Mission Performance (define acquisition needs that advance agency goals in a cost effective manner and align acquisition strategies with mission programs and performance objectives).

Agencies are required to submit acquisition management policy updates to OFPP by January 15, 2013.? Jordan said CAOs and SPEs would discuss ways to leverage combined agency efforts to improve acquisition management at the Chief Acquisitions Officers Council meeting on December 13, 2012.

Feds likely to manage Maine's health insurance exchange ...

AUGUSTA, Maine ? The Affordable Care Act set a Nov. 16 deadline for states to declare whether they intend to establish their own health insurance exchange. It?s a key provision of the act, one that is intended to provide affordable insurance to uninsured individuals and small-business employees starting Jan. 1, 2014.

While Maine has not formally announced its intention, it is so far behind in preparing its own exchange that the federal model will likely be adopted by default.

When asked for confirmation that Gov. Paul LePage won?t be pursuing a state-run exchange, his press secretary, Adrienne Bennett, told Mainebiz she had nothing to report on the subject and that the state ?is currently assessing options.?

But Mitchell Stein, policy director for the Augusta-based Consumers for Affordable Health Care, says even if LePage declares in the next month that Maine intends to create a state-run exchange, that?s only one step in the process.

The federal government has a 27-page checklist of steps that must be followed in order for a state to be certified as being on track to meet the ACA?s October 2013 enrollment period and the Jan. 1, 2014, opening of the exchange. And on that front, Stein says, Maine will have a tough job convincing the federal government it will be ready to open its own exchange a little more than a year from now ? given that LePage, in an April 18 letter, informed the federal Department of Health and Human Services he was turning back a $5.8 million grant that was to help pay for many of the federal government?s set-up requirements.

?There?s a tremendous amount of work to be done,? Stein says, citing as one example the required integration of the exchange?s eligibility systems with existing Medicaid eligibility systems to ensure a low-income enrollee who?s eligible for Medicaid gets referred to that program instead.

Other requirements include:

? Making sure the exchange has a seamless enrollment system that?s able to handle in-person, phone or online applications with equity.

? Having the ability to interface with the Internal Revenue Service to ensure that applicants meet the ACA?s income guidelines for enrolling in a health insurance exchange.

? Providing ?apples-to-apples? comparisons between different insurance policies available through the exchange so that consumers can make informed choices.

Stein acknowledges meeting all the requirements of setting up a state-run health insurance exchange involves costs that in a tough economy might be regarded as unaffordable. ?Much of it would have been paid by federal grants? included in the ACA?s enabling legislation, he says.

Getting ready, or not

According to the 2010 U.S. Census, 125,600 Mainers are uninsured, or roughly 10 percent of the population.

Exchanges are expected to provide competitive marketplaces in which the uninsured can directly compare and purchase private health insurance options that meet their needs. The idea is that, pooled together, their numbers will be large enough to gain coverage that individually would be too expensive to buy. For certain low- and moderate-income uninsured people, the federal government will provide subsidies to make such coverage more affordable, or in some cases, they could be referred to Medicaid for coverage.

In a Sept. 27 status report, the Kaiser Family Foundation identifies Maine as one of eight states already serving notice to the federal government that they won?t be pursuing a state-based health insurance exchange ? the others being Alaska, Florida, Louisiana, South Carolina, Texas, South Dakota and New Hampshire. Kaiser says that number could grow, since 16 states are still studying their options and eight others have not shown any significant activity moving in the direction of creating a state-run exchange.

As CAHC?s policy director, Stein says he attended hearings in the last legislative session on two competing bills to create a state-run exchange. In their initial versions, he says, both LD 1498, favored by Democrats, and the Republicans? LD 1497, agreed on having Maine establish and operate its own exchange. In the end, a watered-down version of LD 1497 was adopted, stating that only licensed insurance brokers can enroll people in health plans through an exchange.

Even if Maine opts out and the state ends up with a federally run exchange on Jan. 1, 2014, Stein says the state will have yearly opportunities to apply for approval of a state-run exchange down the road. Likewise, he says, the next Legislature could very well resurrect elements of the two failed bills calling for a state-run exchange.

Stein says the obvious downside of having the federal government run Maine?s exchange is that it removes local control and flexibility over how the program is set up and run. A potential plus, he says, is that it would likely fall somewhere in the middle of what he characterizes as the ?passive? pro-insurance industry focus of the initial version of the GOP?s LD 1497 and the ?active? pro-consumer emphasis of the Democrats? LD 1498.

?There are a lot of moving pieces here and some of the moving pieces haven?t been determined yet,? he says.

I have seen a large amount of horse owners get into a crisis because they did not take the trouble of finding out just what sort of relationship they should have established with their horses. You need to approach your relationship to your horse the same way you approach your relationship to your own child: the wrong approach may result in a spoilt brat. You have got to be careful about laying the right footing for a relationship that will endure all thru.

Want to know how you approach the entire thing? You start by facing up to the basics: you belong to the human species and your pony belongs to the equine one.

The largest blunder I see folk committing is they treat their horses as they might a human. That immediately starts causing problems. You can try and treat your horse as an equivalent to a very limited extent, because you?re the more equal of the two equals. To put it bluntly, horses are herd animals, they require a ?herd leader? to follow and be protected by, and for your pony, you start by being the boss. When you behave otherwise, you are giving him ideas you must absolutely not give him. You can either claim your position as the leader, or allow it to be eroded.

What you very definitely don?t need to be doing is to give your horse the assumption that he is your equal, or maybe ?heaven forbid? your better!

Right from the beginning, you want to set clear boundaries, very clearly defined lines that your pony can?t cross beyond. These lines should cover every aspect of the relationship, physical and mental. Surely, you?ve seen horses, which can weigh something like 1200 pounds to your less than 200 pounds, pushing people around with no respect? They do that because they weren?t taught by their owners to respect the boundaries of decorum. They were allowed to get the idea that they were as good or better than their human owners.

If you happen to feel any misunderstanding about the best way to approach your pony, take a while out to study a herd of horses. Watch the behavior patterns that prevail: the way the other horses are aware of and stick to their positions vis a vis the herd leader. Then get this straight in your head: you are the herd leader?s leader. You are the top figure on the totem pole.

I also submit that you obtain some books and videos about horse behaviour and get totally acquainted with their teachings!

You?ve got to be able to think like a horse to know how best to address him.

How are you all doing? Glad you all liked the Pinterested-themed Halloween dinner.

p.s. Prayers to those on the east coast (and all over the world) who might be suffering from weather-related damages & inconveniences.

Yesterday was kind of exhausting, actually. Not going to lie there. And today, I am up even earlier than yesterday! But that?s okay. I am oddly up & fine at 5 a.m. I think I was born to run around/work out in the morning.

Anyone else just loooovveee working out in the morning?!? :)

Eat and Train for More Muscle

So I read a fun, short piece on building muscle, and thought I?d share it with you-including my thoughts and favs.

Some of my favorites from the top 10 tips to build muscle include:

#10: Don?t get caught up in the latest fads. The fact is, weight training is the most efficient tool to change your body.

#9: Train your small muscles like the rotators in your shoulders, and make sure you keep your flexibility. You need your body to function as a unit to pack on more muscle. If you skip training smaller muscles, you?re likely to get stuck at plateaus more often.

#7: Eat. After your workout is done you have one task: to eat.

#1: Learn to enjoy training heavy. It?s not supposed to feel nice. If it?s not a little uncomfortable you probably have way more to give.

Very much agreed indeed.

First of all, AMEN. Enough with the fads and fad diets already! I try not to judge, but I am human. So seriously, why do people even follow fad diets anymore?! It drives me bonkers. Cutting out a food group (unless advised by a doc or for religious/personal reasons) has never been a good idea. Ever. And what?s more? There is not enough long-term evidence to prove that a fad diet will be healthy.

Remember, people back in the early/mid 1900?s thought smoking was a good idea-it looked cool, seemed harmless, and made it feel fun.

Yah. Exxxacctttlllyy.

A certain fad diet that might ?work? for a few people does NOT equal healthy or good for us in the long run.

Just sayin.?

Secondly, weight training changes your body. (For the better!)

Don?t need to expound on that.

Thirdly, try to hit all the major & minor muscle groups when you train! Love this tip.

I think that?s why I love teaching BP and doing my own thing. I can hit places and exercises I might not get from BP. BP does a great job of delivering an all-around total-body workout, but it?s always nice to throw in new-to-me exercises in the mix for my ?non? teaching day.

And lastly, if you want to build muscle, you MUST eat more-of everything, and especially in the way of healthy, lean protein.

Because I like to lift weights (and lift ?em heavy!), and I want to build muscle, it is key that I fuel & refuel often, that I eat enough, and that I help the rebuilding process once the workout is over.

Here are some things I have had to come to terms/started doing with as I?ve gotten stronger/built muscle:

  • it is no longer about the scale or how much I weigh (it def was during ED & disordered eating time)
  • I don?t care about calories, really (I never count them)
  • I prefer to check out the healthy fats, protein, and sugar grams when reading labels
  • when making meals or snacks, I first decide where my protein and veggies will come in to play, then I add my complex carb & healthy fat
  • I prefer to measure how I?m doing with pants fitting and how I feel rather than a number dictating my worth/weight <?often we get those mixed up, ladies!
  • I actually like looking at pictures of myself again (during my disordered eating & ED days, I always hated pics of me). Now I like looking strong!
  • I wear pants again that I haven?t in a long time. Thank you muscles!

If you want to change your body, you had better lift (heavy/heavier) weights, eat up!, and forget the scale.

p.s. I probably weigh about the same that I did when I was in H.S., but I wear 1-2 pant sizes smaller now.

Kennedy International, Newark Liberty International and LaGuardia remained open on Monday, but the Port Authority of New York & New Jersey discouraged travelers from even trying to get to the airports.The agency also began setting up cots for stranded passengers and placed sandbags at Newark Liberty. Photos showed flood waters from Hurricane Sandy approaching LaGuardia runways and taxiways on Monday afternoon.

The ripple effects are being felt across the country and even the world, as travelers trying to fly into the region to either get back home or make a connection are in limbo.?Even Capt. Chesley B. ?Sully? Sullenberger, the pilot made famous by the "Miracle on the Hudson" flight, tweeted that he was "stuck in PA" because of Sandy on Monday afternoon.

Hailey Walmsley was scheduled to return to Boston after attending a wedding in Atlanta, but she is stuck at the city?s Hartsfield-Jackson International Airport ? often dubbed ?Hotel Hartsfield? when travelers in transit have nowhere to go???and told she won?t be able to fly out until Thursday.

?My flight was actually canceled twice,? she told Atlanta's?NBC?affiliate WXIA. ?So now it?s just kind of up in the air.?

In Denver, where about 50 flights to the East Coast were canceled, Steve Houston was trying to get home to Belfast, Ireland.

"My biggest concern was that I would leave Denver, get to New York, and then get stranded in New York and be sitting there in the middle of the hurricane," Houston told Denver's?NBC?affiliate KUSA.

JetBlue closed its New York City operations Sunday night and proactively canceled more than 1,000 flights through Wednesday morning, said airline?spokeswoman Sharon Jones.

?High winds are no bueno for flying machines, so we are sheltering our aircraft in other cities,? the airline said on its blog.

American Airlines suspended operations Sunday night until Wednesday at nine airports in the Mid-Atlantic and Northeast, including Ronald Reagan Washington National, Dulles International, Baltimore/Washington International, Norfolk International, Philadelphia International, Newark Liberty International, John F. Kennedy International, LaGuardia and Bradley International.

?First flights into?these cities will resume Wednesday. First flights out of these cities will take place after noon on Wednesday,? said spokesman Kent Powell.

Delta Air Lines, which has cancelled about 2,500 flights, expects to resume limited operations at its LaGuardia and JFK hubs on Tuesday afternoon, with a full restart targeted for Wednesday. Operations at other East Coast airports are expected to resume by mid-morning Tuesday. ?

Still, the good news is that the storm is hitting during a relatively slow travel period, FareCompare.com's?Seaney said. Airlines also had plenty of notice to move planes to safer grounds and pre-cancel flights, he added.

?They?ll be able to unwind (the backlog) in a day or two completely as long as there?s no major damage to airports,? Seaney said.

All airlines now have hurricane-related travel waiver policies in effect, allowing passengers to change their reservations without a fee.

If you bought tickets through sites such as Expedia, Travelocity and Orbitz,?call those companies and have them rebook, instead of calling airlines directly, because the carriers? phone lines may be jammed as everyone scrambles to change plans, advised?Airfarewatchdog.com founder?George Hobica.

Also keep in mind that if you are stuck at the airport, hurricanes are considered a "force majeure" event or an "act of God" by the airlines, which means that cancellations are viewed as out of the airlines' control and the only thing travelers are entitled to is a refund, Hobica said. In other words, you may not get a hotel voucher.

Here are some more tips if you have to fly into or out of the region this week:

  • Sign up for alerts from your airlines and follow them on Twitter to get the latest information on your flights;
  • Monitor the FAA?s flight information map for any airport delays or closures;
  • Have items like medications, your hotel and airline phone numbers, a change of clothes and toiletries with you, Hobica advised. If they're kept in checked luggage and you're stranded, you're most likely out of luck;

Air travel isn't the only mode of transportation impacted by Hurricane Sandy. Amtrak cancelled nearly all service on the eastern seaboard on Monday, and public transit was suspended in New York City, Philadelphia and Baltimore.

It?s not a good time to be a tourist either. In New York, the Statue of Liberty crown reopened to the public on Sunday, but the monument will be closed Monday and Tuesday because of the storm. All Broadway and off-Broadway shows have been canceled for Monday.?

3-year-old boy undergoing treatment for brain cancer | Cancer Kick

The first sign of 3-year-old Quinn Lehman O?Shea?s cancer was a foggy speck of white in his left eye.

A month later, boy was diagnosed with retinoblastoma.

Quinn went through six rounds of chemotherapy. Doctors had to remove his left eye and gave him a prosthetic. Three months later, the cancer came back. And he is now being treated for brain tumor.

This scripture was the scripture that God used when He told me to go and forgive my abusers. This was the same scripture He used when He told me to forgive the father of my child, who left me the day I was pregnant. This is the same scripture He uses time and time again when I run into occasional relational problems with family, friends, co-workers.....

"This is how I want you to conduct yourself in these matters. If you enter your place of worship and, about to make an offering, you suddenly remember a grudge a friend has against you, abandon your offering, leave immediately, go to this friend and make things right. Then and only then, come back and work things out with God." Matthew 5:23-25 msg

Im not one to sweep things under the rug or back away from healthy confrontation, especially when it's about trying to fix relationships. I will try to go the extra mile to "talk about and talk through the issues at hand" in order to choose friendships and relationships over petty circumstances and emotional drama.

Throughout the years I've maintained years of friendship and relationship with friends and family, and yes even with the people who abused me, even if it was a hard decision to make. It's not always easy to do this because sometimes its not reciprocated. But I try anyway. And for the most part, almost all relationships have been redeemed. Except for my son's father, coz he chose to not want to be part of his son's life and a couple of others, just because they are choosing not to restore the relationship for the moment (I'm still hoping that one day they will though).

So when i share about the testimony of forgiveness, especially forgiving my abusers... people ask me "why would i do such a thing?" Well i definitely know it's not because I want to.... At least not initially.... coz knowing me and my pre-christian ways and the evil that lurks in my heart.... I would do ALL I can to press people's buttons to make them even more mad or sad. I would stop talking to them, I would get angry, I would fight, I would cuss, I would turn any story you have and use it against you to make you look really bad. and i could choose to still do all that now.. real housewives ratchet style....

Or I could choose to follow God. And I could choose to live in grace. And forgiveness. And mercy. And be kind. And give to others what God has so lavishly given to me.

Some Christians think fixing relationships and having to confront others is not needed in God's Kingdom. Especially if they have valid reasons of being hurt. They always use Paul's example of not seeing eye to eye with Mark about something and going separate ways, sweeping things under the rug and never talking to each other again. That way, forgiveness is never talked about. The issue is never dealt with. Reconciliation never happens. Heart transformation and the power of the gospel is never seen.

I've seen Christians leave churches, ministries, friendship, families and they never talk to people they were once in relationship with ever again and use this example repetitively.

Can I just say that THAT is a WRONG example to justify sin? (Yes... i called it out... unforgiveness is a sin). First of all, Paul and Mark did reconcile (2 Timothy 4:11) so to use this scripture as an example of "going separate ways and not talking" is very unbiblical. Second, even Jesus, who was hurt and denied by his closest friend Peter, had to have a healthy confrontation and talked to Peter about the issue in his heart and his love for Jesus after Peter had denied Jesus and left Him hanging (literally and figuratively) when He was dying. And their relationship was restored. And not only was His relationship with Peter restored, but the other 10 who also left and hurt him were also reconciled to Him as well. Jesus had healthy confrontations and resolved to fix relationships, yes... even with Judas, His betrayer. He still washed Judas' feet....He still tried to love to the end.

So if this is the example our Lord made for us, then that example should be our standard. And we should do no less.

So when people (especially Christians... most especially mature christian leaders) choose to not fix relationships and would rather ignore others, especially their christians brothers or sisters... choosing to ignore and stop talking to them and not fixing the issues at hand... being too "proud" to say sorry when they've hurt others... Or choosing to gossip and fight and slander and say mean thing about each other... aaaaaaand even acting worst than teenagers and blocking people off your social media site or not returning texts and calls rather than choosing to fix the problem... When adults choose to do that... it's such a damn shame.

Coz we are quick to teach little children who fight with their siblings or their friends to make amends and forgive. we tell them to "go say sorry and make it right...no matter who was right and who was wrong". And children, who have absolutely pure hearts, listen to us. they really do forgive and become friends and play once again with the other child who was their enemy seconds ago. They are quick to fix things and forgive and love.

I don't fight for reconciliation because I HAVE to. Obeying God is a choice. It's not always easy... And yes, sometimes it's painful because it won't always be reciprocated.. But I still choose to do that... And I teach my son and tell my husband to do same. Keep on forgiving. Keep on trying to reach out. Keep on trying to mend. Keep on praying. Keep on believing and hoping for the best. Keep on trying to make things right. Because ultimately we live to please our God and God commanded us to "go and make things right. Then and only then, come back and work things out with God" so we should follow.

It's a principle i live by. because to me... relationships are more important than feelings. and it's more important than opinions. I choose to fight for relationships because it's out of the overflow of the gratitude in my heart that I choose to give to others what I have freely received. And I've been given

Grace.
Mercy.
Forgiveness.
A second and third and fourth chance.
Redemption.
Reconciliation.

Freely i have been given... So i must freely give. (matthew 10:8)

Give freely. Forgive freely. Fight for relationships. It will allow you to see a facet of God's heart and life becomes even more beautiful when we live our lives free from the poison of bitterness and unforgiveness. Choose to live and love.

Russia's leaders criticized at Stalin commemorations

MOSCOW (Reuters) - Relatives of Josef Stalin's victims commemorated the Soviet dictator's repression on Tuesday and many condemned Russia's leaders for not taking part.

Millions of people were executed or sent to prison camps under Stalin's rule but while thousands paid tribute to the dead at annual ceremonies on Monday and Tuesday, President Vladimir Putin stayed away.

Prime Minister Dmitry Medvedev condemned Stalin in a blog, saying: "Josef Stalin and other leaders of the Soviet state at the time deserve the harshest assessment. It must remain in the annals of our history so that it never happens again. Because war with one's own people is a very serious crime."

But Medvedev, too, did not attend any ceremony, revealing the problems Russia has coming to terms with Stalin's three-decade rule until his death in 1953 when the Soviet Union was the only global superpower to rival the United States.

"Our government does not like this kind of memory and that is why it keeps silent," said Anna Volkova, a 31-year-old teacher attending a ceremony on Monday outside the Lyubanka building in Moscow that once housed Stalin's security police, the KGB.

"It's uncomfortable to live with such history."

Memorial, a rights group that has archived Stalin's repressions, has proposed that all political leaders mark the day, which has been held each year for two decades.

Yelena Sus, 24, whose grandfather was executed in 1938 and whose mother was born in a prison for political criminals, called for a gesture to acknowledge the crimes.

"Our country's leaders have not yet apologized for this nightmare," she said, while waiting her turn to read out her grandfather's name, a candle in her hand.

"In our country we keep saying 'Nazis tortured people' - but we were no better."

Putin, Russia's paramount leader since 2000, has condemned the crimes of the Stalin era and described the Soviet system as totalitarian.

He took part in a 70th anniversary commemoration of a 1940 massacre by Soviet troops of 22,000 Polish officers and intellectuals at Katyn forest in what was then the western Soviet Union.

But Putin has also praised Stalin's role in the defeat of Nazi Germany in World War Two. Other Russians still laud him for the country's rapid industrialization.

POSITIVE VIEW

More than a third of Russians either do not believe the political repressions happened or are not sure, according to a poll by the FOM research group, and only 43 percent hold Stalin personally responsible.

Nearly half of Russians regard Stalin's historical role as positive, according to another poll. Only 22 percent said his role was very negative - a third of the number 25 years ago.

Leonid Gudkov, head of the Levada Center which conducted that poll, says melodramatic movies and books in recent years have trivialized the Stalin era. He also criticized history education.

A high-school textbook, compiled with the help of a historian from Putin's United Russia party, says repressions were a common occurrence under Stalin but also says that a lack of democratization after 1945 was a consequence of threats from the West during the Cold War.

Some Russians at the ceremonies said Russia continued to have a climate of political repression, citing the jailing of the Pussy Riot punk band over an anti-Putin protest in a church, and growing pressure on the opposition.

"If I were taking part in a public meeting today as a high-ranking official, I would be afraid to talk to people, who would ask me .... what about the current political repressions?" said Valentin Gefter, a member of the Kremlin's council on human rights.

Some Russians demand more openness about the past and more freedom in the future.

"The authorities must explain the fate of every person who went missing," said Viktor, an 82-year-old whose father disappeared in 1937. "We are intimidated - we were born trembling and we tremble now."

East Coast superstorm could endanger 50 million people

NEW YORK (AP) ? From Washington to Boston, big cities and small towns were buttoned up Monday against the onslaught of a superstorm that threatened 50 million people in the most heavily populated corridor in the nation, with forecasters warning that the New York area could get the worst of it ? an 11-foot wall of water.

"The time for preparing and talking is about over," Federal Emergency Management Administrator Craig Fugate said Sunday as Hurricane Sandy made its way up the Atlantic on a collision course with two other weather systems that could turn it into one of the most fearsome storms on record in the U.S. "People need to be acting now."

Forecasters said the hurricane could blow ashore Monday night or early Tuesday along the New Jersey coast, then cut across into Pennsylvania and travel up through New York State on Wednesday.

Airlines canceled more than 7,200 flights and Amtrak began suspending train service across the Northeast. New York, Philadelphia, Washington and Baltimore moved to shut down their subways, buses and trains and said schools would be closed on Monday. Boston also called off school. And all non-essential government offices closed in the nation's capital.

The New York Stock Exchange said it will be shut down Monday, including electronic trading. Nasdaq is shutting the Nasdaq Stock Market and other U.S. exchanges and markets it owns, although its exchanges outside the U.S. will operate as scheduled.

As rain from the leading edges of the monster hurricane began to fall over the Northeast, hundreds of thousands of people from Maryland to Connecticut were ordered to evacuate low-lying coastal areas, including 375,000 in lower Manhattan and other parts of New York City, 50,000 in Delaware and 30,000 in Atlantic City, N.J., where the city's 12 casinos were forced to shut down for only the fourth time ever.

"We were told to get the heck out. I was going to stay, but it's better to be safe than sorry," said Hugh Phillips, who was one of the first in line when a Red Cross shelter in Lewes, Del., opened at noon.

"I think this one's going to do us in," said Mark Palazzolo, who boarded up his bait-and-tackle shop in Point Pleasant Beach, N.J., with the same wood he used in past storms, crossing out the names of Hurricanes Isaac and Irene and spray-painting "Sandy" next to them. "I got a call from a friend of mine from Florida last night who said, 'Mark, get out! If it's not the storm, it'll be the aftermath. People are going to be fighting in the streets over gasoline and food.'"

Authorities warned that the nation's biggest city could get hit with a surge of seawater that could swamp parts of lower Manhattan, flood subway tunnels and cripple the network of electrical and communications lines that are vital to the nation's financial center.

Sandy, a Category 1 hurricane with sustained winds of 75 mph as of Sunday evening, was blamed for 65 deaths in the Caribbean before it began traveling northward, parallel to the Eastern Seaboard. As of 2 a.m. Monday, it was centered about 425 miles southeast of New York City, moving to the north at 14 mph, with hurricane-force winds extending an incredible 175 miles from its center.

Gale force winds reported over coastal North Carolina, southeastern Virginia, the Delmarva Peninsula and coastal New Jersey.

Sandy was expected to hook inland during the day Monday, colliding with a wintry storm moving in from the west and cold air streaming down from the Arctic.

Forecasters said the combination could bring close to a foot of rain in places, a potentially lethal storm surge of 4 to 11 feet across much of the region, and punishing winds that could cause widespread power outages that last for days. The storm could also dump up to 2 feet of snow in Kentucky, North Carolina and West Virginia.

Louis Uccellini, environmental prediction chief for the National Oceanic and Atmospheric Administration, told The Associated Press that given Sandy's east-to-west track into New Jersey, the worst of the storm surge could be just to the north, in New York City, on Long Island and in northern New Jersey.

Forecasters said that because of giant waves and high tides made worse by a full moon, the metropolitan area of about 20 million people could get hit with an 11-foot wall of water.

"This is the worst-case scenario," Uccellini said.

New York Mayor Michael Bloomberg warned: "If you don't evacuate, you are not only endangering your life, you are also endangering the lives of the first responders who are going in to rescue you. This is a serious and dangerous storm."

New Jersey's famously blunt Gov. Chris Christie was less polite: "Don't be stupid. Get out."

New York called off school Monday for the city's 1.1 million students and shut down all train, bus and subway service Sunday night. More than 5 million riders a day depend on the transit system.

Officials also postponed Monday's reopening of the Statue of Liberty, which had been closed for a year for $30 million in renovations. The United Nations said it would close Monday and canceled all meetings at its headquarters.

In Washington, President Barack Obama promised the government would "respond big and respond fast" after the storm hits.

"My message to the governors as well as to the mayors is anything they need, we will be there, and we will cut through red tape. We are not going to get bogged down with a lot of rules," he said.

He also pleaded for neighborliness: "In times like this, one of the things that Americans do is we pull together and we help out one another And so, there may be elderly populations in your area. Check on your neighbor, check on your friend. Make sure that they are prepared. If we do, then we're going to get through this storm just fine."

The storm forced the president and Mitt Romney to rearrange their campaign schedules in the crucial closing days of the presidential race. And early voting on Monday in Maryland and the District of Columbia was canceled.

Despite the dire warnings, some people were refusing to budge.

Jonas Clark of Manchester Township, N.J. ? right in the area where Sandy was projected to come ashore ? stood outside a convenience store, calmly sipping a coffee and wondering why people were working themselves "into a tizzy."

"I've seen a lot of major storms in my time, and there's nothing you can do but take reasonable precautions and ride out things the best you can," said Clark, 73. "Nature's going to what it's going to do. It's great that there's so much information out there about what you can do to protect yourself and your home, but it all boils down basically to 'use your common sense.'"

In New Jersey, Denise Faulkner and her boyfriend showed up at the Atlantic City Convention Center with her 7-month-old daughter and two sons, ages 3 and 12, thinking there was a shelter there. She was dismayed to learn that it was just a gathering point for buses to somewhere else. Last year, they were out of their home for two days because of Hurricane Irene.

"I'm real overwhelmed," she said as baby Zahiriah, wrapped in a pink blanket with embroidered elephants, slept in a car seat. "We're at it again. Last year we had to do it. This year we have to do it. And you have to be around all sorts of people ? strangers. It's a bit much."

Before leaving their home in Atlantic City, John and Robshima Williams of packed their kids' Halloween costumes so they could go bunk-to-bunk trick-or-treating at a shelter. Her 8-year-old twins are going as the Grim Reaper and a zombie, while her 6-year-old plans to dress as a witch.

"We're just trying to make a bad situation good," the mother said. "We're going to make it fun no matter where we are."

There's quite a bit of schadenfreude ricochetting through the Apple community (and grumbling in the Android camp) today after Google's latest phone, the Nexus 4, was announced without support for fast LTE 4G networking. That's because the iPhone 5 has support not only for LTE, but for international LTE, all wrapped up in an incredible thin, decently long-lifed package. And Android certainly is no stranger to LTE. If Apple can add it for its flagship phone, and many an Android manufacturer has LTE (like, all of them), why can't Google? It's actually more a matter of "won't," not "can't." Simply put, the Nexus 4 isn't, was never intended to be, and could never be a flagship phone.

Arguably no Nexus phone has been a "flagship" since the first one, the HTC Nexus One. The Nexus One was an Android phone from the future, with features we wouldn't see in the rest of the line, much less other platforms, for months to come. It was aspirational, as compelling in hardware as software. And Google couldn't sell it. Not to customers via its web store, and not to carriers, which already had to deal with an uncontrollable Apple and weren't about to let Google secure that kind of power.

So, instead of a Nexus Two, Google teamed with Samsung to ship the Nexus S. It wasn't an Android phone from the future by any stretch of the imagination, it was a summation of what had gone on with Android the year before. It still satisfied the demands of geeks and developers for an unlocked phone with the latest, greatest version of the Android software, but it did so safely, leaving plenty of room at the top of the hardware food chain for the next generation of carrier and manufacturer phones.

The also-by-Samsung Galaxy Nexus did likewise. It had the very best and most up-to-date version of Android software, but Its camera sucked, a GSM/LTE version never shipped, and it compromised the very nature of Nexus to get on Verizon.

The point of Nexus, at least to me, at least originally, was Android as Google intended, not only free from carrier and manufacturer shenanigans, but showing those ne'er-do-wells a better, brighter path forward. And the carriers and manufacturers killed it for that very reason.

I don't think there's an Android geek on the planet who wouldn't have rather had a fantastic camera in the Galaxy Nexus, along with every other cutting-edge bell and whistle imaginable, even if it drove up the price to something comparable with flagship phones. I don't think there's anyone reading a Mobile Nations site who wouldn't prefer a Nexus 4 with LTE. Conversely, any developer in charge of a test bed with 37 existing Android phones on it probably prays every night the next one is as cheap and dirty as possible, just to keep costs down and their business in business.

If you're walking into an Apple Store, carrier store, or electronics retailer with your eyes set on an iPhone 5, the Nexus 4 isn't meant to be on your radar. The Nexus 4 isn't aimed at the masses and isn't intended to sell in the tens of millions. It isn't allowed to be, not in scope or in strategy, much as Google might wish it. The Nexus 4, in the current incarnation of the Google Play Store, is aimed at geeks and developers as a non-flagship phone that does its best to meet both their diverging needs, while leaving plenty of room at the top for their carrier and manufacturing partners that do intend to compete with the iPhone 5.

If anyone is looking for an alternative to Apple, for an Android flagship phone with LTE and all sorts of other amenities, Samsung, HTC, LG, and their ilk will more than happily sell them, and everyone else one, by the millions, or tens of millions.

That's what the Samsung Galaxy S 3 and HTC One X and other, carrier flagships are for.

It's not, nor was it ever intended to be, what the Nexus 4 is for.

Execution looms for SD killer, ending 22-year saga

SIOUX FALLS, S.D. (AP) ? Torrential overnight rains had washed away the blood so the searchers at first thought the pale form lying on the earthen berm might be a mannequin.

"I almost didn't believe it," recalled former Lincoln County Sheriff Ken Albers, the first officer to approach the body of 9-year-old Becky O'Connell. "You don't mess up a crime scene, but I had to walk over and touch the body to convince myself that it was real."

The shocking discovery that night in 1990 began a 22-year legal and emotional saga that is expected to end Tuesday, when Donald Moeller, who was convicted of abducting and murdering the girl, is scheduled to be put to death by lethal injection in the state penitentiary.

After decades of appeals, Moeller, 60, now accepts his fate without protest. But the end leaves behind a community still marked by the crime and its experience with capital punishment.

Moeller's death sentence in 1992 was the first handed down in South Dakota in 45 years. Until this month, when the killer of a prison guard was executed, there had been only one other execution in the state since the 1940s.

The child's mother, Tina Curl, plans to drive the 1,400 miles back to Sioux Falls from her native New York state to watch Moeller take his last breath. She didn't have the money for the trip but did fundraising events to pay her way.

"I'm looking forward to it," said Curl, who said she fell into alcoholism after her daughter's death. "All this is just bringing what I tried to push way in the back, back up front."

Some residents said the murder changed how they felt about their city, where violent crime is rare.

"It's just like society as a whole just kind of tightened up for a long time," said Jeff Masten, the former Lincoln County state's attorney who prosecuted the case, and who later changed careers because of the strain of criminal law.

LaVonne Martley, a juror, said she knew the execution would bring the case back into the public spotlight ? "and I've dreaded it." But she has never questioned the outcome. "He definitely did it," she said.

Curl thought she was escaping the dangers of big-city life when she moved her family in 1990 from New York to Sioux Falls, a well-kept, medium-size city along the Big Sioux River that serves as a market center for the sprawling expanse of farmland where South Dakota, Iowa and Minnesota come together. Homicides happen, but not many ? about a half dozen a year, most involving people who know each other, and where there is no mystery to solve.

On May 8, 1990, Becky, a fourth-grader who lived with her mother and stepfather in a Sioux Falls mobile home, began walking a couple of blocks to Omer's Market to buy sugar to make lemonade. She never returned.

Authorities say Moeller, a felon with a history of assaults who lived nearby, lured the brown-haired girl into his truck and drove her to a wooded area near the Iowa state line, where he raped her, stabbed her and left her to bleed to death.

Moeller was interviewed shortly after the killing but disappeared before investigators could follow up. Detectives later tracked him down in Tacoma, Wash., and brought him back for trial. He was convicted in September 1992 based on DNA and circumstantial evidence. The trial, with detailed and graphic displays on how the child was killed, devastated the community, but the ordeal wasn't over: The verdict was overturned by the South Dakota Supreme Court because of the mention of past crimes during testimony.

With a new trial ordered in 1996, the horror of the gruesome killing was relived, and lingered for years longer.

Residents around Sioux Falls ? and also in Yankton and Rapid City, where the two trials were held because of pretrial publicity ? worried in new ways about the safety of their cities.

"We very seldom left our kids at a baby sitter," recalled Marcel Kathol, a father of four and a juror at Moeller's first trial. "A lot of us, we held onto our kids a little tighter and made sure where they were at."

Masten said that even though prosecutors won a second guilty verdict, the case stayed with him over the years through the periodic reports about Moeller's appeals.

The stress of his work led him to shift into private practice and eventually to a career change to nuclear medicine.

"Whether you're prosecuting or defending, the emotional investment that you've got in that is tremendous," he said. "You just sleep eat and drink that case for months, if not years. You have to be able to walk away from it, but it's really tough to develop that skill."

Moeller fought his conviction and sentence until July, when he said he was ready to accept death as punishment for his actions. He removed the final obstacle by persuading a federal judge to dismiss his long-standing challenge of South Dakota's lethal injection procedure.

"The law has spoken," he said. "I killed. I deserve to be killed."

Just hours after Becky's private memorial service in Sioux Falls, Curl and her husband had packed up their belongings and moved to Lake Luzerne, N.Y. She said she soon lost control of her life.

"Right after Beck was murdered, I started drinking every day," she said. "I drank from the time I woke up to the time I passed out at night." She has dealt with a series of health problems, suffering a heart attack and quadruple bypass in 2003.

She said she hopes her trip back to Sioux Falls to watch Moeller's execution will help still the memories of her daughter's haunting crime scene photos.

"I picture them every day in my head," she said.

BRIDGEVIEW, Ill. (AP) - Lionard Pajoy scored in the 50th minute, and Bill Hamid made eight saves to help D.C. United rally for a 1-1 tie with the Chicago Fire on Saturday.

The draw gave D.C. second place in the Eastern Conference.

United (17-10-7) went 5-0-2 in its last seven matches to finish with 58 points, one more than New York and Chicago (17-11-6). New York finished third, ahead of fourth-place Chicago, on a tiebreaker.

With New York beating Philadelphia earlier in the day, the Fire needed to beat D.C. to avoid playing in the first-round one-game elimination round.

Instead, Chicago will host fifth-place Houston in that game. It will be played either Wednesday or Thursday. The winner plays Eastern Conference champion Kansas City in the second round.

Patrick Nyarko scored for Chicago in the 16th minute.

CHESTER, Pa. (AP) - Kenny Cooper scored twice, and Thierry Henry added a goal for New York.

The Red Bulls (16-9-9) reached the playoffs for the third straight year, and the ninth time in 10 seasons. New York won all three matches this season against the Union (10-18-6), who lost their final three games and will miss the postseason for the second time in three years.

Cooper scored on a penalty kick in the 13th minute after Tim Cahill was taken down by defender Carlos Valdes in the box a minute earlier. Henry scored his 15th goal to make it 2-0 in the 35th minute.

Cooper added his team-leading 18th goal - and fifth against Philadelphia this season - in the 66th minute.

REVOLUTION 1, IMPACT 0

MONTREAL (AP) - A.J. Soares scored in the 89th minute to lift New England past Montreal.

Soares was inside the box to head Chris Tierney's free kick past the reach of goalkeeper Troy Perkins for an unsatisfying end to a game the Impact mostly dominated.

The Revolution (9-17-8) ended a 13-game winless run in road matches and won for the first time in Canada soil, having previously gone 0-5-3 in Montreal, Toronto and Vancouver.

The Impact finished the season 12-16-6.
