Spacewalking astronauts stymied by sticky bolts

(AP) ? Sticky bolts proved too much for spacewalking astronauts Thursday, forcing them to leave a new power-switching box dangling from the International Space Station instead of firmly bolted down.

NASA scrambled to reduce the power demands of the orbiting lab and balance the electrical load, while mapping out a plan that could have the astronauts going back out as early as next week to tackle the problem.

It was a major disappointment for NASA's Sunita Williams and Japan's Akihiko Hoshide, who spent hours struggling with the bolts. They used all sorts of tools and tactics as the spacewalk went into overtime, but nothing worked.

With time running out, Mission Control finally told them to tie down the box and head inside.

"We'll figure this out another day," Mission Control radioed.

Thursday's spacewalk was supposed to last 6? hours but stretched past eight hours. It ended up in NASA's top 10 list for longest spacewalks ? at the No. 3 spot.

The power router is one of four, and NASA stressed that the other three are working fine. Nonetheless, electrical usage will need to be closely monitored at the 260-mile-high lab given Thursday's failed effort.

"The team may have to manage power loads a little bit, but this is familiar territory," said NASA's space station program manager, Mike Suffredini. "We'll be able to deal with that while we decide what our next plan is."

While the space station remains in stable condition, NASA would like to take another crack at securing the box as soon as possible ? perhaps next week ? because of the mid-September departure of half the six-member crew, including the second U.S. astronaut, who ran the robot arm Thursday from inside the station. And the longer this situation goes on, the more vulnerable the space station is to additional failures, Suffredini noted.

Until the problem is resolved, the space station is able to draw power from just three-quarters of its solar wings ? six instead of all eight.

The old switch box started acting up last fall, and NASA decided to replace it before it failed. This was the first spacewalk by Americans since the final shuttle flight a year ago.

Williams and Hoshide had trouble getting the old unit out because of two sticky bolts, and they found metal shavings in the sockets. They squirted in compressed nitrogen gas to clear the holes, and some debris came out. But still, the main bolt would not go in properly; the companion bolt was left undone.

The frustration mounted as the minutes and hours ticked by. At one point, Mission Control radioed, "We've tried almost every backup we have on this stupid bolt."

At a news conference later in the day, NASA officials said possible solutions might involve lubricating the thick, sturdy bolts or applying more torque.

Putting in a new switching box was the No. 1 priority of the spacewalk. In separate work, the astronauts managed to hook up one power cable and get another cable halfway connected. They never got around to replacing a bad camera on the space station's big robotic arm.

Mission Control did its best to cheer up the spacewalkers as they re-entered the space station. "You guys are rock stars, just so you know," Mission Control said.

It was the second spacewalk in less than two weeks. On Aug. 20, two Russians worked outside the orbiting complex, installing shields to protect against micrometeorite strikes.

It's no longer common for astronauts to step into the vacuum of space. That's because after almost 14 years, the space station is virtually complete. Plus NASA's shuttles are retired and now museum pieces.

Williams is the lone woman at the space station. She and Hoshide arrived a month ago, launching from Kazakhstan aboard a Russian rocket.

Asian markets slide after Wall Street decline on pessimism about gas prices, jobs

BEIJING - Asian markets fell Friday after Wall Street declined on pessimism about fuel prices and stagnant job growth while investors waited for a speech by Fed Chairman Ben Bernanke, hoping for possible signs of new U.S. stimulus.

The Asian heavyweight, Tokyo's Nikkei 225, shed 1.1 percent to 8,884.21 points. China's Shanghai Composite Index was off 0.2 percent at 2,047.90 and Hong Kong's Hang Seng declined 0.4 percent to 19,481.9.

Traders were waiting for Bernanke's speech Friday in Jackson Hole, Wyoming, hoping for signs of new stimulus plans. Hopes for further action took a blow this week when the Fed's "Beige Book" survey of economic sentiment was fairly positive.

Wall Street fell Thursday despite higher U.S. consumer spending. Investors were put off by concern about high fuel prices and stagnant employment.

"The moves were once again simply positioning ahead of Jackson Hole, with the market in the last few days really pairing back expectations of Ben Bernanke using the conference to give a clear view of easing," said Chris Weston of Australia's IG Markets in a report.

Elsewhere in Asia, Seoul's Kospi index shed 0.2 percent to 1,902.78 and Sydney's ASX S&P 200 lost 0.2 percent to 4,308.0. Taiwan's Taiex rose 0.2 percent to 7,387.25.

The U.S. government reported consumer spending rose in July from June, after a flat June and a decline in May. Separately, retailers such as Target Corp., Gap Inc. and Macy's Inc. reported higher-than-expected August sales.

But investors instead worried the gains were only temporary, driven by back-to-school shopping that will peter out.

The Dow Jones industrial average closed down 106.77 points to 13,000.71. The Standard & Poor's 500 fell 11.01 to 1,399.48. The Nasdaq composite slid 32.48 to 3,048.71.

In Europe, a monthly survey of sentiment Thursday suggested the continent's growth is headed for a 2 percent contraction this year.

On Thursday, Chinese Premier Wen Jiabao, who usually avoids such pointed comments about other governments, expressed alarm about Europe's debt problems and called on Greece, Spain and Italy to embrace budget cuts and other reforms.

Inspectors from the so-called troika of the European Union, the European Central Bank and the International Monetary Fund are due in Athens next month for a financial review on which hinges a rescue loan installment of (EURO)31 billion.

"It really seems clear to us that October will be an absolutely pivotal month for the eurozone," said Weston.

Benchmark oil for October delivery rose 4 cents to $94.66 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 87 cents to finish at $94.62 on the Nymex on Thursday.

In currencies, the euro rose to $1.2517 from $1.2505 late Thursday in New York. The dollar fell to 78.46 yen from 78.63 yen.

Roddick, VWilliams keep on keeping on at US Open

NEW YORK (AP) ? That Andy Roddick's last match as a twentysomething would not be his last match at the 2012 U.S. Open was hardly in doubt Tuesday, especially whenever he was launching that intimidating, tough-to-handle serve of his.

To close the first set: ace at 141 mph.

To close the second: ace at 134 mph.

To close the third: ace at 127 mph.

Yes, even as Roddick's 30th birthday approaches on Thursday, even as his body has succumbed to injury after injury, that serve is pretty much still the same as it ever was. Now that he more frequently faces opponents who grew up cheering for him ? such as 21-year-old qualifier Rhyne Williams of Knoxville, Tenn., the foil for Tuesday's 6-3, 6-4, 6-4 victory ? Roddick knows more than ever he needs to rely on the best thing he's got, and 20 aces helped this time.

"You really don't see that shot," Williams said glowingly about Roddick's serve.

Heading into his Grand Slam debut, the 283rd-ranked Williams had one primary concern: "I was just hoping he wasn't going to go at me with a serve."

"I'm like, 'Oh, no. Where's he going?' That's the first thing I thought of. Then it was, 'It'll be great. I can play in front of a big crowd.' It was quite an experience," said Williams, the NCAA runner-up for the University of Tennessee last year and a 12-year-old when Roddick won the U.S. Open in 2003.

That was the last Grand Slam singles title for an American man, the longest drought in history for a country that produced the likes of Pete Sampras, Andre Agassi, John McEnroe and Jimmy Connors (not to mention others such as Bill Tilden or Don Budge).

Roddick found himself in an era dominated by Roger Federer and Rafael Nadal ? and, more recently and to a lesser extent, Novak Djokovic, who began defense of his U.S. Open title by overwhelming 69th-ranked Paolo Lorenzi of Italy 6-1, 6-0, 6-1 on Tuesday night ? and while he is without a second major championship for his resume, he kept adapting his game to try to do just that.

Roddick dedicated himself to stronger fitness. He learned a better backhand. He improved his volleying.

"I saw the way the game was going. You have to get stronger and quicker. I don't think there was much room for a plodder who could hit the ball pretty hard," Roddick said. "It was a conscious effort, at times, and I feel like that's added to longevity a little bit."

Following Roddick into Arthur Ashe Stadium was 32-year-old Venus Williams, playing her first U.S. Open match since she pulled out before the second round in 2011 and revealed she had been diagnosed with an autoimmune disease.

"Honestly, I didn't even understand what I was going through at that time last year. I feel like just this summer I've come to acceptance. Like it takes a long time to come to acceptance, especially when you're an athlete. You see yourself as this healthy person that nothing can defeat you," Williams said. "So it takes a while before you can kind of see yourself as someone with flaws and chips in the armor. Now that I have come to accept it, it helps me a lot in how I need to prepare for my matches, the mindset I need to come into it."

After a shaky start, dropping the first two games ? and even seven points in a row in one stretch ? Williams used her own powerful serve to right herself and beat Bethanie Mattek-Sands of the U.S. 6-3, 6-1. One serve at 124 mph jammed Mattek-Sands' left index finger, shoving it into a racket string so hard she needed attention from a trainer.

"She was crushing her serves," Mattek-Sands said. "I don't think anyone's returning those, so I'm not going to beat myself up too much."

Venus Williams won the 2000 and 2001 U.S. Opens, two of her seven career Grand Slam titles. That's half as many as her younger sister, Serena, who began her bid for No. 15 with a 6-1, 6-1 victory over 75th-ranked CoCo Vandeweghe in Tuesday's last match in Ashe, yet another all-American affair.

"Venus is amazing. She's the ultimate role model for me," Serena Williams said. "She's the ultimate fighter and champion ? everything she's gone through and is going through. I have no excuses any more. She makes me a better person."

The younger Williams won the U.S. Open in 1999, 2002 and 2008, and is among the favorites in 2012 considering the way she dominated the competition recently while winning Wimbledon and a gold medal at the London Olympics.

"We need more American champions here to hold up these amazing trophies," Serena Williams said.

Three of the day's most notable upsets were turned in by young, up-and-coming Americans. In singles, 19-year-old Sloane Stephens, who is ranked 44th, eliminated 2010 French Open champion Francesca Schiavone 6-3, 6-4. And in doubles, 19-year-old Jack Sock and 22-year-old Steve Johnson knocked out the top-seeded team of Max Mirnyi of Belarus and Daniel Nestor of Canada 1-6, 7-6 (4), 6-2, while brothers Ryan and Christian Harrison defeated last year's runners-up, Mariusz Fyrstenberg and Marcin Matkowski of Poland 7-6 (3), 2-6, 7-6 (7).

One other exit of significance: 2009 runner-up Caroline Wozniacki, who began the year ranked No. 1 but has struggled and was seeded eighth, lost 6-2, 6-2 against 96th-ranked Irina-Camelia Begu of Romania. Bothered by a bad right knee, Wozniacki also lost in the first round at Wimbledon.

Ryan Harrison ? he's 20, two years older than Christian ? credits Roddick with helping him in various ways.

"The older I've gotten, and the more my game has developed, he's been definitely teaching me about ... being energetic and learning how to let bad moments slide off your shoulder and keep moving forward," said the older Harrison, who faces Benjamin Becker in the first round of singles on Wednesday. "One of the best things that he doesn't get recognized for is how persistent he is and how competitive he is. He's a guy that won't let you win Xbox."

Appearing in his 13th consecutive U.S. Open ? and wearing all-American sneakers for the occasion, replete with red and white stripes, and white stars on a blue background ? Roddick sounded a bit willing to alter the expectations this time around. His own, and those of others.

Asked in an on-court interview what sort of present he would like in a couple of days, Roddick smiled and responded: "I just want to be around for next week. That's all I want for my birthday."

After a pause, he added: "And then we'll renegotiate."

Next up for Roddick is a second-round match against 19-year-old Bernard Tomic of Australia, who at last year's Wimbledon became the tournament's youngest quarterfinalist since Boris Becker.

Roddick, a former No. 1 who is seeded 20th at Flushing Meadows, is coy when it comes to questions about how much longer he can compete at the top of the game.

"I mean, I don't think you can ask him about retirement right now. I think as long as he's happy and he's playing well, I think he's going to keep playing," said 27th-seeded Sam Querrey of the U.S., who beat Yen-hsun Lu of Taiwan 6-7 (4), 6-4, 6-4, 7-5.

Like Ryan Harrison, the 24-year-old Querrey is one of several younger Americans who have benefited from Roddick's advice and offers to train together in Austin, Texas.

Roddick extended that opportunity to Rhyne Williams after beating him Tuesday.

"He's kind of been the leader of American tennis amongst the guys for the last 10 years. He's been great. I mean, when I was 18, 19 ? still to this day ? he was always one of the first guys to invite me to Austin to practice," Querrey said. "He's always there for motivation. He's always there to tell you if you had a good win or to tell you, 'Hey, step it up,' if you had a bad loss. He's really been a great mentor to everyone."

The Senators argued that the Secretary-General?s attendance further legitimizes the Iranian regime, while Tehran continues to sponsor terrorism, pursue an illicit nuclear program, threaten Israel?s existence, and deny basic rights and freedoms to its own citizens.

The Senators urged the Secretary-General to directly confront the Iranian authorities regarding their systematic persecution of human rights defenders, religious minorities, and pro-democracy leaders in the country and demand that the regime immediately release all political prisoners.

Russian punk band Pussy Riot appeals conviction

MOSCOW - A lawyer for the jailed members of Russian punk band Pussy Riot on Monday appealed against the three women's conviction for a protest against President Vladimir Putin at a church altar, but said he had little hope the verdict would be overturned.

Nadezhda Tolokonnikova, 22, Maria Alyokhina, 24, and Yekaterina Samutsevich, 30, were convicted of hooliganism motivated by religious hatred after their February protest in Moscow's Christ the Saviour Cathedral.

The two-year prison sentences handed down to the activists for a "punk prayer" asking the Virgin Mary to rid Russia of Putin have drawn sharp criticism from Western governments and musicians who say they should not be jailed.

Kremlin critics have called the jailing of the young women part of a clampdown that shows Putin will have little tolerance for dissent in a six-year presidential term he started in May following the biggest protests of his 12-year rule.

"If the court abides by the law it would throw out the verdict," said defense lawyer Nikolai Polozov.

"But being realists, understanding all the efforts the state has put into this case, we think it's unlikely the verdict will be overturned," he told Reuters by telephone.

Polozov said he hopes the sentences will be shortened or made conditional, meaning the women would be released instead of serving the 19 months or so that remain in their two-year sentences following their jailing in March.

But he said he has seen signs of a backlash against the Western support that may not bode well for softer sentences.

He cited critical reports in Russian media and suggestions supporters of Pussy Riot were behind the reported felling of wooden Christian crosses in two Russian regions over the weekend, which he alleged were a "provocation" aimed to discredit the group.

"This is a reaction to the support from the world community," said Polozov. "This does not increase our optimism."

The maximum sentence for the crime the women were accused of was seven years in jail, but after Putin said they had done "nothing good" but "should not be judged too harshly" the state prosecutor asked for three-year sentences.

Hours after the sentences were issued on August 17, the Russian Orthodox Church urged the state to show mercy to the women, raising the possibility it might back a presidential pardon or a reduction in their terms.

But a senior church representative on Monday seemed to suggest the women of Pussy Riot had not shown enough remorse.

"The Church called on the state to show mercy with the framework of the law in the hope they would not do anything like this again," Interfax quoted Vsevolod Chaplin, head of the church department for relations with society, as saying.

However, he said, "We know that some of them are now trying to justify what they did, and moreover, they say that certain actions will continue," Interfax quoted Chaplin as telling reporters in the southern city of Stavropol.

After police said they were searching for other members of Pussy Riot, a Twitter account called Pussy Riot Group - used by the group in the past - said this weekend that two members had fled Russia and "are recruiting foreign feminists to prepare new actions!"

On Wednesday, the Russian Foreign Ministry denounced Western criticism of the trial as politically motivated and said there were "elements of a clash of civilizations" in the Western condemnation.

What is Scuba Diving?

Scuba Diving is one of the fastest growing industries that attracts millions of people every year. What really brings all divers everyday to enjoy these pass time is the adventure, feeling of exploration and the variety of colorful corals and other marine organisms.

We started diving a long time ago. The word diving is related to swimming underwater, and the word scuba is an abbreviation for ?self-contained underwater breathing apparatus? and it has become acceptable to refer to scuba as ?equipment? or ?apparatus?. So, we understand the word Scuba Diving as swimming underwater with special equipment.

A lot of people think, that the gas divers breathe while scuba diving is oxygen. Although the human body needs oxygen to survive, under pressure oxygen can be toxic. So, the gas divers use from the tank is compressed normal air. Air is composed of 78.084% of nitrogen, 20.946% of oxygen and 1% of other gases that have little or no effect when breathing compressed air.

Nitrogen under high pressure can temporally effect our nervous system and interfere with signal transmissions, causing at greater depths (30 to 40 meters/100 to 133 feet or more) the condition known as nitrogen narcosis, which has similar effects as being under the influence of alcohol ( loss of decision-making ability, loss of focus, impaired judgment, multi tasking and coordination).

The most straightforward way to avoid nitrogen narcosis is for a diver to limit the depth of dives. If narcosis does occur, the effects disappear almost immediately upon ascending to a shallower depth.

In addition to its narcotic effects, nitrogen also brings another issue. Under pressure nitrogen dissolves into body tissues and starts to accumulate.

This need to be kept in limits to avoid nitrogen from coming from answer plus forming bubbles inside the body, well-known as ?decompression sickness? or ?the bends?- whenever all stress produced by the nitrogen is introduced at the surface.

To avoid the bends divers must minimize the water pressure slowly on the body at the end of the each dive. This will allow the gases trapped in the bloodstream to gradually break solution and leave the body. This is done by ascending slowly and making safety stops or decompression stops using dive computers or decompression tables for guidance.

As you can see while scuba diving, divers are limited in time and depth due to the nitrogen in the air. Today thanks to new technology we have managed to extend our limits. For those divers that exceed 40 meters/133 feet and for divers who need to spend a lot of time under water, a different mixture of gases, training and equipment are required.

The depth limit for recreational diving is between 30 to 40 meters/100 to 133 feet, but it also depends on the training and the gases used while underwater. Nuno Gomes (South Africa) currently holds the world record for the deepest dive using scuba diving equipment. The dive of 318 meters / 1044 feet beat the previous record set by the late John Bennet of 308 meters /1016 feet (confirmed). The total dive time was 12 hours and 20 minutes, while the descent took 14 minutes. French diver Pascal Bernab? claims to have dived to 1,083 feet (330 m) in July, 2005 (unconfirmed). The above records were set using ?recreational? SCUBA. Commercial divers can go to depths greater than 500 meters / 1650 feet using specialized commercial and military diving equipment and support systems.

What is important to remember that being underwater has limits and risks that professional divers are willing to take. And remember that recreational scuba diving is for fun. Dives between 5 to 20 meters/ 16 to 66 feet can show you the wonderful world that was once explored by Cousteau. These depths have the advantage that provides divers with better light, colors and marine life. Also in shallow dives you will breathe less air from the tank, making your dive longer and safer.

(AP) ? Tropical Storm Isaac targeted a broad swath of the Gulf Coast on Monday and had New Orleans in its crosshairs, bearing down just ahead of the seventh anniversary of Hurricane Katrina.

The potential for a landfall as soon as Tuesday prompted evacuations along a wide area of the Gulf Coast and sent people out to stock up on staples.

"I gassed up ? truck and generator", John Corll, 59, a carpenter, said as he left a New Orleans coffee shop Monday morning. He went through Katrina in 2005 and was expecting a weaker storm this time, adding that he thinks the levee system is in better shape to handle a storm surge than when Katrina hit. "I think the state and local governments are much better prepared for the storm surge and emergencies," Corll said.

Isaac blew past the Florida Keys and was rolling northwestward over the open Gulf of Mexico on Monday. The National Hurricane Center predicted it would grow to a Category 1 hurricane over the warm water and possibly hit late Tuesday somewhere along a roughly 300-mile stretch from the bayous southwest of New Orleans to the Florida Panhandle.

That would be one day shy of seven years after Katrina struck catastrophically in 2005, although Katrina was a much stronger Category 5 storm with winds over 157 miles per hour. Isaac is expected to have top winds of around 90 mph when it hits land.

The size of the warning area and the storm's wide bands of rain and wind prompted emergency declarations in four states, and hurricane-tested residents were boarding up homes, sticking up on food and water or getting ready to evacuate.

On the Alabama coast, Billy Cannon, 72, was preparing to evacuate with several cars packed with family and four Chihuahuas from a home on a peninsula in Gulf Shores. Canon, who has lived on the coast for 30 years, said he thinks the order to evacuate Monday was premature.

"If it comes in, it's just going to be a big rain storm. I think they overreacted but I understand where they're coming from. It's safety," he said.

The storm that left eight dead in Haiti blew past the Florida Keys with little damage and promised a drenching but little more for Tampa, where the planned Monday start of the Republican National Convention was pushed back a day in case Isaac passed closer to the bayside city.

Isaac could pack a watery double punch for the Gulf Coast. If it hits during high tide, Isaac could push floodwaters as deep as 12 feet onto shore in Louisiana, Mississippi and Alabama and up to six feet in the Florida Panhandle, while dumping up to 18 inches of rain over the region, the National Weather Service warned.

Louisiana Gov. Bobby Jindal called a state of emergency, and 53,000 residents of St. Charles Parish near New Orleans were told to leave ahead of the storm. Mississippi Gov. Phil Bryant, Florida Gov. Rick Scott and Alabama Gov. Robert Bentley also declared states of emergency.

The oncoming storm stopped work on rigs that account for 24 percent of daily oil production in the U.S. potion of the Gulf of Mexico and eight percent of daily natural gas production there, the federal Bureau of Safety and Environmental Enforcement said in its latest update Sunday.

The Gulf of Mexico accounts for 23 percent of total U.S. crude oil production, 7 percent of the nation's natural gas and more than 40 percent of refining capacity.

Several regional governors altered their plans for this week's GOP convention in Tampa. Bentley has canceled his trip, and Jindal said he's likely to do so unless the threat from the storm subsides. Scott gave up a chance to speak.

Amtrak cancelled train service in Louisiana for Tuesday and Wednesday. The route than runs from New York to New Orleans would end in Atlanta, while its route from Los Angeles to New Orleans would stop in San Antonio. Amtrak was also suspending part of its rail line between Miami and Orlando, Fla.

Grocery and home improvement stores as well as fuel stations in Louisiana reported brisk business as residents sought to prepare for Isaac. Some gas stations were running out of supplies.

Even though the storm was moving well west of Tampa, tropical storm-force winds and heavy rains were possible in the area because of Isaac's large size, forecasters said. A small group of protesters braved rainy weather Sunday and vowed to continue despite the weather, which already forced the Republicans to cancel Monday's opening session of the convention. Instead, the GOP will briefly gavel the gathering to order Monday afternoon and then recess until Tuesday.

The Gulf Coast hasn't been hit by a hurricane since 2008, when Dolly, Ike and Gustav all struck the region.

Before reaching Florida, Isaac was blamed for eight deaths in Haiti and two more in the Dominican Republic, and downed trees and power lines in Cuba.

Vince Young best-known veteran cut

Vince Young is out of work, Terrell Suggs is on PUP and several veteran NFL kickers are on the street after the first set of mandatory NFL cuts.

Teams needed to be down to 75 players Monday, and Young was the biggest name to lose his job. After Buffalo acquired Tarvaris Jackson from Seattle to back up quarterback Ryan Fitzpatrick, 2006 Offensive Rookie of the Year Young was released.

"Vince, I don't want to get into what he can do and can't do, it just didn't work out," general manager Buddy Nix said. "We just need to move on and give this guy a try."

Young knew what was coming and tweeted earlier in the day: "Respect Bills fans. I want to thank the Bills organization for the opportunity and with the organization and my teammates good luck this season."

It's been a tough few years for Young since he was exiled by the Titans for inconsistent play on the field and several incidents off it. Young had a disappointing season as Michael Vick's backup in Philadelphia last year, and couldn't make it through the preseason with Buffalo (No. 19 in the AP Pro32).

Suggs, on the other hand, comes off his best pro season, when he was voted Defensive Player of the Year. But he tore his right Achilles tendon in the offseason and isn't expected back before November.

By placing him on the physically unable to perform list, the Ravens (No. 5, AP Pro32) must be without Suggs for the first six weeks of the season.

Detroit (No. 11 tie, AP Pro32) placed on PUP running back Jahvid Best, who hasn't played since October because of concussion problems.

All 32 teams must be down to the regular-season roster limit of 53 on Friday.

Among the kickers given the boot were Olindo Mare by Carolina, Josh Brown by the Jets, and Neil Rackers by Washington.

Mare has played 15 NFL season and got a four-year, $12 million contract last year. But Justin Medlock, last with the CFL's Hamilton Tiger-Cats, appears to have won the kicking job in Carolina (No. 20, AP Pro32).

Veteran punter Nick Harris was beaten out by sixth-round draft pick Brad Nortman.

"Both of those decisions at kicker were very difficult," Panthers general manager Marty Hurney said. "In both situations we felt like we had two young kickers with strong legs who had very good training camps. So did Olindo and Nick, but we made a decision to go with the younger guys based on their performances."

Brown lost out to incumbent Nick Folk in New York (No 17, AP Pro32), and Rackers was beaten out by Graham Gano in Washington (No. 25, AP Pro32).

Gano missed an NFL-high 10 field goal attempts in 2011; five were blocked. Coach Mike Shanahan said Gano "won the statistical battle in practice."

Tackle Jammal Brown, who had hip surgery last week, was moved to the physically unable to perform list.

?Green Bay (No. 1, AP Pro32) lost starting linebacker Desmond Bishop for the season. He went on injured reserve with a right leg problem.

USDA Offers Isaac Tips For Pets, Livestock : NorthEscambia.com

The U.S. Department of Agriculture is? offering these tips to coastal residents who have livestock and pets that might be affected by Isaac:

Livestock Safety

  • Make sure barns and structures where live?stock can be sheltered are in good repair. If more space is needed for your stock, make arrangements for the use of other sheltering facilities in close proximity to your facilities.
  • Calculate the feed and water requirements to maintain livestock and poultry during an emergency.
  • Make preparations for protecting feed and water supplies and providing emergency electrical power if necessary.
  • If possible, cover feed and forage stored outdoors with a tarp or plastic sheeting. Routinely cover open water supplies, such as troughs and stock tanks.

Pet Safety

  • If you have not been ordered to evacuate, make sure you have enough pet food and water on hand to feed your pets during an emergency.
  • An emergency pet shelter might be available near the human emergency shelter, check with your local emergency management agency to find the nearest emergency pet shelter to you. Do not stay behind with your pet if state or local officials order you to evacuate.
  • Pet owners should be prepared to provide the following information to pet shelter workers if possible: name; species and breed; sex; color; distinctive markings; age; microchip identification number; vaccination records; health conditions and required medication.

A year on, Northeast towns struggle after Hurricane Irene

QUECHEE, Vermont (Reuters) - When Hurricane Irene's torrential rains transformed the sleepy Ottauquechee River into a roaring wall of gray-green water a year ago, the Simon Pearce glass and pottery gallery's future was in doubt.

Located in a renovated woolen mill on a narrow gap by the river, flood waters surged 25 feet above normal, filling the bottom two floors of one of Vermont's most popular tourist attractions. It destroyed more than $200,000 in blown glass vases and tableware and wiped out a 3,000-bottle wine cellar for the gallery's restaurant.

On top of that, Irene washed out a covered bridge that was the gallery's main link to the state highway that brought most of Simon Pearce's 300,000 annual visitors.

"It was a triple, quadruple whammy," says Andrew Pearce, director of special projects at the gallery and son of its eponymous founder, of the flood that caused $3 million in damages to the business. "So much of my dad's work was washed down the river in an afternoon. You can sit around and mope or roll up your sleeves and start shoveling."

As Hurricane Isaac threatens to hit Florida, many on the East Coast are still struggling to recover a year after Hurricane Irene.

Once the storm made landfall in North Carolina on August 27, it moved north to deluge the Northeast, causing 40 deaths and an estimated $10 billion in damage to homes, roads and other infrastructure as far north as Maine and Quebec.

Though doomsday forecasts of the hurricane hitting downtown Philadelphia or flooding New York's subway never occurred, Vermont and parts of upstate New York were hard-hit, suffering the worst flooding in more than eight decades.

In Margaretville, New York, a village 140 miles north of New York City that sits in a valley in the Catskill Mountains, a street festival had just finished when it began raining. Hours later floodwaters from a branch of the Delaware River, strong enough to carry giant round hay bales, surged down the Main Street, destroying virtually the entire business district of the 700-person town.

REBUILDING

The town's supermarket has reopened, but other businesses such as the local pub and a CVS drug store are being rebuilt, says Peter Molnar, a local innkeeper. The water crested eight feet above street level in one of Molnar's downtown lodgings, though he's repaired the damages with the help of a $30,000 grant from a local economic development agency.

"We're about 90 percent back," he said of the town. "We've seen the worst of Mother Nature and since then we've seen the best of human nature."

In Rochester, Vermont, a quiet brook that ran through a 200-year old cemetery burst its banks and tore through graves, scattering parts of about three dozen bodies up to three miles away and littering the main highway with remains.

A volunteer group of local funeral directors worked for a week to help restore the remains while local fire departments hauled in new caskets with off-road vehicles and groups of volunteers guarded the cemetery at night, says Thomas Harty, a funeral director from nearby Randolph, Vermon, who oversaw the work.

The task was complicated by the fact that a number of the remains carried away had been buried in an unmarked pauper's grave. Today remains of 23 bodies have been temporarily interred in concrete vaults while repairs to the cemetery continue, and unidentifiable remains are still being cataloged and occasionally uncovered.

"I never want to do it again," says Hardy, of the cleanup job. "For some years to come I anticipate we'll continue to make minor discoveries. Some hunter, some fisherman, some homeowner working along the back of their fields will make a discovery and we'll get a call."

At Simon Pearce, a crew of 30 employees spent two weeks working 11-hour days just to clear the debris from rooms filled with as much as five feet of mud. They dug out enough dirt and debris to fill 27 dump trucks and load two logging trucks with scrap metal.

With the help of $2.5 million in state and federal loans, Simon Pearce's parking lot is again filled with New York and Massachusetts license plates, and crowds gather to watch a half dozen artisans blow glass vases in a workshop that was filled to its ceiling with water a year ago.

"We used to use the saying ?come hell or high water,'" says Pearce. "Now we leave out the high water part."

The British tabloid The Sun became the country's first newspaper to print nude photos of Prince Harry.

But that still may not keep The Sun out of legal hot water, after the British tabloid printed the photos in its own pages last night.

When the photographs were first published earlier this week by Los Angeles-based gossip website TMZ.com, the royal palace quickly confirmed that the pictures did indeed show Prince Harry. But they also warned the Press Complaints Commission that they would consider any publication of the pictures an intrusion upon the prince's privacy.? As a result, Fleet Street and England's broadcasters ? even while writing up the Las Vegas escapade with typical royal-watching bemusement and enthusiasm ? have toed the line and not shown the photos themselves.?

But The Sun broke ranks today, running one of the candids under the headline "Heir it is!", arguing that the publication of the photos was a matter of public interest in England. "By yesterday, the photographs were indisputably in the public domain everywhere in the world," The Sun's editors explained in an article accompanying the photos.

That generated a legitimate public debate about the behaviour of the man who is third in line to the throne and increasingly taking on official duties, as he did most recently at the Olympics? closing ceremony. ...

But there is a clear public interest in publishing the Harry pictures, in order for the debate around them to be fully informed. The photos have potential implications for the Prince?s image representing Britain around the world.

There are questions over his security during the Las Vegas holiday. Questions as to whether his position in the Army might be affected.

The Guardian reports that Louise Mensch, a Conservative member of Parliament, made a similar argument, saying that "There is a clear, demonstrable public interest: the royal family receives money from the civil list; Prince Harry in inviting people to his room [had] the expectation of privacy so there's questions of judgment and questions of security."

But media lawyer Mark Stephens told the BBC that such arguments don't fly. "There?s absolutely no public interest" in seeing the photo itself.

Under English law, Mr. Stephens said, there is clear legal precedent that "if I can explain to you that there is a picture of the prince bare buck naked in a Las Vegas hotel room... unless there is some compelling reason for you to actually see that picture ... the media cannot publish the picture."

The problem, he said, is that the photos are both very intrusive to the prince's privacy and they convey no additional information needed to understand the situation.

"We know that he is bare buck naked, what more do you want to know?" he asked rhetorically. "You don?t need to see the picture."

When the BBC interviewer suggested that the photos raised issues of the royals' public funding and security, Mr. Stephens replied that "You can deal with all of those things, if indeed they are public interest ? by telling me what you?ve just told me," meaning that Harry appeared in the photo naked. "You don?t need to see the picture."

Such reasoning suggests that the palace's prompt acknowledgement that the photos pictured Harry was a way to remove them quickly from the public's view. Had Harry's identity been up for debate, the press would have a strong legal argument that the public needed to see the photos to determine whether the prince was indeed pictured.? By acknowledging that it was Harry, the palace headed off such arguments.

Some argue that the ubiquity of the photographs abroad and online may make the royals' efforts to dissuade their publication seem silly. The Sun's managing editor David Dinsmore called the situation "ludicrous," and Dominic Ponsford of the Press Gazette, a British journalistic trade magazine, wrote that "whether the pictures can now be considered private after being viewed so widely is debateable."

But in a legal sense, the photos' ready availability elsewhere is not likely to affect whether their publication is an invasion of Harry's privacy. Rather, it would likely only affect what damages that The Sun might be required to pay if found liable. By publishing photos already so widely seen, The Sun could argue that their publication's relative harm to the prince was minimal.

(AP) ? A gunman who killed a former co-worker in cold blood in the shadow of the Empire State Building and then was shot dead by police after he turned his gun on them spent long hours in the quiet of Central Park, photographing hawks and marveling over nature's beauty.

His victim was a gregarious salesman, beloved by his nieces and nephews as the fun uncle who could talk with equal expertise about the New York Jets and the women's fashion accessories he sold.

Investigators on Saturday were trying to piece together what caused Jeffrey Johnson, a T-shirt designer, to ambush Steve Ercolino, an apparel company vice president, a day earlier outside the Manhattan offices of the company where they once were colleagues.

Police said Johnson hid behind a car and then killed Ercolino with five gunshots as he arrived for work. Johnson then was shot by two police officers who confronted him on a busy sidewalk.

Security camera footage showed the officers had only an instant to react when Johnson suddenly turned as they approached and pointed his gun at them, his arm cocked as if to fire.

Their encounter was over in eight seconds. The officers, who had been standing nearly close enough to shake hands with Johnson and had no opportunity to take cover, fired almost immediately.

Nine bystanders were wounded in the 16-shot volley, likely by stray or ricocheting police bullets. None of their injuries was life-threatening, police said.

Police investigating Johnson's killing of Ercolino were eyeing bad blood between them from when they worked together at Hazan Import, a garment district business where Ercolino was a vice president of sales.

Johnson and Ercolino had traded harassment accusations when they worked together, police said, and when Johnson was laid off from the company a year ago he blamed Ercolino, saying he hadn't aggressively marketed his new T-shirt line.

After Johnson's layoff, neighbors said, he continued to leave his apartment every day in a suit.

Internet records listed Johnson as the administrator of the website for a business called St. Jolly's Art, which sold iron-on graphic art for T-shirts. Art for sale on the site included stylized drawings of fighter planes and muscle cars and whimsical "seafaring vignettes" featuring pirate maidens and tall ships.

Johnson also was part of a community of bird watchers and photographers who document hawks and other wildlife living in Central Park, a few blocks from his home.

In one email to another bird watcher who works at The Associated Press, Johnson wrote tenderly about spending a winter night watching ducks in the park.

"Near midnight by the Harlem Meer I watched a little 'flotilla' of Mallards swimming and softly honking ... fifteen degree temp and they were carrying on unfazed. Just remarkable," he wrote.

His photographs of Central Park's hawk population appeared regularly on blogs tracking the birds.

A neighbor who often saw Johnson, 58, said he was always alone.

"I always felt bad," said Gisela Casella, who lived a few floors above Johnson in a modest apartment building on the Upper East Side. "I said, 'Doesn't he have a girlfriend?' I never saw him with anybody."

Ercolino, 41, was described by his relatives as the opposite of a quiet loner.

His eldest brother, Paul Ercolino, said he was a gregarious salesman who often traveled, had a loving girlfriend and was the life of any family gathering.

"He was in the prime of his life," he said. "He would do anything for anybody at any time. ... He was so wonderful with my children. At Christmastime, he was the one who always had the best presents for the kids."

Paul Ercolino said his brother, known to nieces and nephews as Uncle Ducky because of his nearly blond hair, had followed his father into the garment industry after growing up in Nanuet, just north of New York City, then later worked in women's handbags and accessories. He said his brother had never mentioned to the family that he had any problems with a co-worker.

Hazan Import Corp. executives didn't return phone calls seeking comment Friday.

Johnson, after waiting for Steve Ercolino to come to work, walked up to him, pulled out a .45-caliber pistol and fired at his head, police Commissioner Ray Kelly said. After Ercolino fell to the ground, Johnson stood over him and shot four more times, a witness told investigators.

"Jeffrey just came from behind two cars, pulled out his gun, put it up to Steve's head and shot him," said Carol Timan, whose daughter, Irene Timan, was walking to Hazan Imports at the time with Ercolino.

In security camera footage released by the police, Johnson can be seen walking calmly down the sidewalk after the shooting, distancing himself slightly from the other pedestrians, who appear to have no awareness that anything is wrong.

But when two police officers approach in a hurry, Johnson turns and pulls a handgun from a bag. Then, the scene explodes into action. People seated on a bench behind the gunman and pedestrians standing close to the two officers run for their lives.

Only a young child seems not to react, strolling out of view of the camera as adults all around leap away in terror.

Startled New Yorkers later looked up from their morning routines in the crowded business district to see people sprawled in the streets bleeding and a tarp covering a body in front of the tourist landmark.

"I was on the bus, and people were yelling 'Get down! Get down!" accountant Marc Engel said. "I was thinking, 'You people are crazy. No one is shooting in the middle of midtown Manhattan at 9 o'clock in the morning.'"

It was over in seconds, he said ? "a lot of pop, pop, pop, pop, one shot after the other."

Afterward, he saw sidewalks littered with the wounded, including one man "dripping enough blood to leave a stream."

The officers who fired were part a detail regularly assigned to patrol landmarks such as the 1,454-foot-tall skyscraper since the Sept. 11 terror attacks, officials said.

Kelly, the police commissioner, said the officers who confronted Johnson had "a gun right in their face" and "responded quickly, and they responded appropriately."

"These officers, having looked at the tape myself, had absolutely no choice," he said.

A witness had told police that Johnson fired at the officers, but authorities say ballistics evidence doesn't support that. Johnson's gun held seven rounds, they said. He fired five times at Ercolino, one round was still in the gun and one was ejected when officers secured it, authorities said.

A loaded magazine was found in Johnson's briefcase.

Johnson legally bought the gun in Sarasota, Fla., in 1991, but he didn't have a permit to possess it in New York City, authorities said.

Mayor Michael Bloomberg said New York still is the safest big city in the country, on pace to have a record low number of murders this year.

"But we are not immune to the national problem of gun violence," he said of the shooting, following mass shootings at a Colorado movie theater and a Sikh temple in Wisconsin.

The nine people wounded outside the Empire State Building were all from New York City, except for a woman from Chapel Hill, N.C. They suffered graze wounds or other minor injuries.

Metal detectors and bag searchers have been standard at the Empire State Building since 1997, when a gunman opened fire on the 86th-floor observation deck, killing one tourist and wounding six others before fatally shooting himself.

The skyscraper remained open Friday throughout the mayhem, although its workers became witnesses.

"We were just working here and we just heard bang, bang, bang!" said Mohammed Bachchu, a worker at a nearby souvenir shop.

He said he rushed from the building and saw seven people lying on the ground, covered in blood.

Rebecca Fox said she saw people running down the street and initially thought it was a celebrity sighting, but then she saw a woman shot in the foot and a man dead on the ground.

"I was scared and shocked and literally shaking," she said. "It was like 'CSI,' but it was real."
