Syrian authorities agree to Moscow talks - Russia (Reuters)

MOSCOW (Reuters) ? Syria has agreed to take part in Moscow-mediated talks on solving the country's crisis, the Russian Foreign Ministry said on Monday, calling on the Syrian opposition to join the planned negotiations.

However, a senior member of the Syrian opposition council said that no invitation had been received from Moscow and that it would be refused anyway.

Moscow, a permanent U.N. Security Council member with veto powers, has offered to host the talks in an effort to end the bloodshed since protests began 10 months ago against President Bashar al-Assad.

"We have received a positive response from the Syrian authorities to our call (to hold talks in Moscow)," the Foreign Ministry said in a statement on its website.

"We hope ... that the Syrian opposition will agree to that in the next few days, putting the interests of the Syrian people above all other concerns."

Moscow's offer of talks may be an attempt to strengthen its arguments against a Western draft resolution at the Security Council supporting an Arab League call for Assad to cede power.

Russia has said that Assad's resignation must not be a precondition for the Syrian peace process. It has remained one of Assad's few allies and has supplied him with arms and ammunition during the protests.

Moscow has repeatedly said Assad's opponents share the blame for the bloodshed. It fears a Western resolution could be interpreted broadly enough to lead to a Libyan-style military intervention, which Russia says it will not allow.

Russia's Deputy Foreign Minister Gennady Gatilov reiterated Moscow would not support the Western resolution, which he said appeared quite similar to the French-inspired Security Council peace initiative condemning Damascus and hinting that Syrian authorities could face U.N. sanctions, which Moscow and Beijing vetoed last year.

"The current Western draft (resolution) is only a step away from the October version, and can by no means be supported by us," he told Interfax news agency. "This document is not balanced ... and above all leaves the door open for intervention in Syrian (internal) affairs."

Russia submitted its own draft resolution in December, but Western diplomats said they could not accept Russian wording assigning blame to the government and the opposition for the violence, which the United Nations says has killed more than 5,000 people.

Targeted DNA vaccine using an electric pulse

ScienceDaily (Jan. 30, 2012) ? The vaccines of the future against infections, influenza and cancer can be administered using an electrical pulse and a specially-produced DNA code from the University of Oslo. The DNA code programs the body's own cells to produce a super-fast missile defence against the disease.

Researchers at the University of Oslo,Norway have developed a new type of DNA vaccine that can be used effectively against viruses and cancer. Studies reveal that the new vaccine triggers a powerful immune response. The vaccine has been tested on mice. Now the researchers hope the vaccine can be tested clinically.

This vaccine has an additional advantage. At the moment, vaccines require the inclusion of immuno-activating substances. These substances are called adjuvants and are generally composed of oil-based mixtures or aluminium salts. Adjuvants initiate local and often painful inflammation at the injection site. This inflammation fools the immune system into reacting to the vaccine.

Without additives

The new vaccine from the University of Oslo does not need the addition of adjuvants. Instead, a completely new technology is used that applies an electrical current to the injection site immediately after injection. This electrical pulse results in a molecular reaction.

"The advantage of this type of reaction is two-fold. Firstly, one injection is enough and, secondly, the immune system reacts very quickly and effectively," points out Professor Bjarne Bogen at the Centre for Immune Regulation at the University of Oslo. Bogen has developed this new vaccine technology together with Professor Inger Sandlie, post-doctorate Agnete B. Fredriksen and a number of other co-workers.

The possibilities with this new vaccine from UiO are numerous. This new vaccine technology means it will be possible to produce vaccines quickly enough to protect against new pandemics, influenza epidemics, or hostile biological threats.

No need to cultivate viruses in eggs

It is time-consuming to make traditional vaccines. Today, in order to make influenza vaccines, viruses have to be cultivated in eggs. It can take almost a year before the vaccine is ready to use.

"The first problem: the world does not have enough eggs to produce influenza vaccine quickly enough for everybody. The second problem: certain forms of the deadly bird flu kill the eggs. Fatality can be as high as 50%. If a new influenza virus kills the eggs, it will not be possible to make a vaccine," explains Bjarne Bogen to the research-magazine Apollon.

His research team is now studying whether it is possible to use this new vaccine technology to develop a rapid and effective vaccine against influenza.

DNA is the solution

The new vaccine is composed of DNA strands. To make a new vaccine, constructing just a section of DNA is enough. Bacteria are good DNA factories. By adding a special substance, the bacteria double the number of DNA strands every 20 mins. This means an 8-fold increase in an hour. Over 24 hours, the bacteria will have produced vast quantities of DNA strands. The DNA strands then need to be cleaned free of the bacteria. This copying method is used by everybody working with DNA.

Programs the cells in the body

The researchers have called the active component in this new vaccine technology Vaccibody.

When DNA is injected together with an electric pulse, DNA is taken up in the skin cells. The cells then read-off the DNA and produce some very special proteins. It is these proteins that are called Vaccibody molecules and to which the immune system reacts so strongly.

This means: the researchers have found the DNA code that programs skin cells in the body to make Vaccibody molecules.

Made up of three parts

The Vaccibody molecules are composed of three components. Each of them has an important role in the immune system. The first component is the target guidance system which, like a pair of gripping pliers, binds to dendrite cells, a type of immune cell discovered by Ralph Steinman, who last year was awarded the Nobel Prize in Medicine.

The second component of the Vaccibody molecules ensures that two identical chains are held together. Tests reveal that this special architecture is highly important if the vaccine is to work.

The third component of the Vaccibody molecule is a small piece of a virus, a bacteria or cancer cell. This small piece is called an antigen.

"The Vaccibody molecules are made so that we can insert all types of antigens. The only condition is that the antigen has a protein structure. We have inserted bits from numerous different viruses and bacteria. All have worked. We have also been able to successfully insert an antigen made up of 523 amino acids. This is an enormous molecule."

The Vaccibody molecules attach to the dendrite cells and are taken to the lymph nodes which are the headquarters of the immune system. There, the dendrite cells "display" the antigen to the most important cells in the immune system, the B cells and T cells.

Not only does this result in large-scale production of B cells, but the immune system is also stimulated to produce aggressive T cells.

"Both of these parts of the immune defence are as a rule important in our protection against viruses and bacteria, and for eliminating cancer cells. This means that Vaccibody offers double protection."

Target guiding gripping pliers

In some types of Vaccibody molecules, the gripping pliers that attach to the dendrite cells are a chemokine. Chemokines are small hormone-like substances that guide the passage of cells through the body.

"We have achieved very good results from our studies with Vaccibody molecules guided using chemokines. The chemokines can be thought of as lighthouses along the coast. They enable the immune cells to navigate correctly and have a special effect on the production of T cells, an attribute that is very important in fighting viruses and cancer," underscores Bogen.

Successful test

The Vaccibody vaccine has so far been tested on mice with cancer and influenza. Eighty percent of the vaccinated mice became resistant to cancer. 100% of those vaccinated were protected against flu. The protection was effective very quickly. Bjarne Bogen hopes that a number of major companies can test the vaccine clinically on people.

Post-doctorate Ranveig Braathen is now developing the second generation Vaccibody where, with the help of molecular cloning, she is testing new variants of the gripping pliers to optimise its efficiency.

Post-doctorate Even Fossum is looking at how Vaccibody can be used to improve the vaccine against tuberculosis. In spite of today's vaccine against tuberculosis, 1.5 million people die every year of this disease. The new vaccine will ensure a much improved immune response against this feared disease.

Post-doctorate Inger ?ynebr?ten is applying Vaccibody technology in the hope of making a vaccine against HIV. PhD students Gunnveig Gr?deland, Marta Baranowska and Ane Marie Andersson are using Vaccibody to develop new vaccines against influenza.

Post-doctorate Agnete Brunsvik and PhD student Heidi Sp?ng are using the technology to develop a cancer vaccine for patients with bone marrow cancer and melanoma.

Govt failed to keep records of key nuke meetings (AP)

TOKYO ? Japan's deputy prime minister acknowledged Friday that the government failed to take minutes of 10 meetings last year on the response to the country's disasters and nuclear crisis and called for officials to compile reports on the meetings retroactively.

The missing minutes have become a hot political debate, with opposition lawmakers saying they are necessary to provide a transparent record of the government's discussion after the March 11 earthquake and tsunami touched off the worst nuclear accident since Chernobyl in 1986.

Deputy Prime Minister Katsuya Okada confirmed Friday at a news conference that the minutes were not fully recorded at the time and called for them to be written up, retroactively, by the end of February. Three of the meetings during the chaotic period had no record at all, not even an agenda, including a government nuclear crisis meeting headed by the prime minister.

Okada has set up a panel to investigate the extent of the problem and its cause.

The missing minutes are the latest example of the government missteps in disclosing information.

Japanese authorities and regulators already have been repeatedly criticized for how they handled information amid the unfolding nuclear crisis. Officials initially denied that the reactors had melted down, and have been accused of playing down the health risks of exposure to radiation.

The government also kept secret a worst-case scenario that tens of millions of people, including Tokyo residents, might need to leave their homes, according to a report obtained recently by The Associated Press.

An outside panel investigating the government response to the nuclear crisis has been critical, calling for more transparency in relaying information to the public.

"Needless to say, keeping records at these meetings is extremely important," Okada said. "Each minister should keep that in mind."

Okada rejected speculation that the nuclear crisis meetings may have intentionally left unrecorded to avoid responsibility. He said the oversights were "unfortunate" developments during the chaotic time when the Fukushima Dai-ichi nuclear power plant rapidly deteriorated and three of its reactors spiraled into meltdowns.

He said reconstruction of the minutes would be possible through notes and recordings kept by officials who attended the meetings.

Japan's public records law requires minutes or summaries at key government meetings, but not all of them.

Colgate ups prices at home; first attempt in years (AP)

NEW YORK ? Colgate-Palmolive, stung by higher costs, saw fourth-quarter net income decline more than 5 percent but said Thursday that it had raised prices in North America for the first time in two and a half years.

Raising prices has been risky for consumer products companies like Colgate, with cash-strapped consumers more ready than ever to drop even their favorite brands to save a few cents. Paychecks are already stretched thin and the government's most recent data on jobs, also released Thursday, show that the number of people seeking unemployment benefits rose last week

In recent months, Colgate has taken a pricing strategy that's differed from some of its competitors: It's been raising prices in fast-growing Latin America, where customers seem willing to stomach the higher costs, but lowering prices in North America through discounts and other promotions.

There are signs that the economy is healing, but raising prices in North America has been something that Colgate, until recently, has been unwilling to try.

Since the third quarter of 2009, Colgate has consistently cut North American prices, by an average of 1.5 percent to 4.5 percent each quarter. It has apparently snapped that trend, saying Thursday that it raised North American prices by 0.5 percent in the latest quarter.

That may be because the company thinks it can, or that it must, or perhaps a little bit of both. But Colgate is aggressively seeking to protect market share, even if it has to spend to do it.

"As we enter 2012, macroeconomic conditions and foreign exchange volatility are an increasing challenge," said President and CEO Ian Cook. "Despite that, we are planning to improve our worldwide market shares and volume growth with increased advertising."

For the quarter, Colgate made $590 million, or $1.21 per share. That was down from $624 million, or $1.24 per share, last year.

Excluding one-time expenses like putting cost-saving plans into place and other charges, Colgate earned $1.30 per share. That beat the $1.29 that Wall Street had been looking for, according to a poll by FactSet.

Revenue was $4.17 billion, up from $3.98 billion during the same period last year.

For the year, revenue increased 7.5 percent and net income rose 10 percent.

Shares of Colgate-Palmolive Co. rose more than 2 percent, or $2.04, to $91.48 in early trading.

The decision to try to recoup its margins comes during a fragile time for the U.S. economy.

The jobs data released Thursday show more people sought unemployment benefits. However, the overall trends point to a recovering job market. At least 100,000 jobs have been added for six straight months and the unemployment rate has declined to 8.5 percent, its lowest in almost three years.

But it's not a healthy number yet and the government also released data Thursday showing that fewer people bought new homes in December, sealing 2011 as the worst year for new home sales on record.

Colgate does have something of a buffer against hard times. Many customers will stick to things like name-brand toothpaste when money is tight, even if they do trade down in other products.

Overall, Colgate raised prices 3 percent, which helped fuel a 5 percent increase in revenue. But at the same time, the company recorded a 9 percent increase in the cost of making and transporting its goods. As Colgate paid more for raw materials, profit margins fell 1.7 percentage points.

The company has slashed some expenses to try to offset those costs.

"Our continued sharp focus on cost-saving programs in all areas of the business enabled us to achieve full year gross profit margin at the high end of our forecasted range, while also lowering overheads as a percentage of sales," Cook said.

And Colgate is increasingly relying on foreign markets to fuel growth. Of Colgate's four main geographic regions, North America accounts for the smallest portion and it is where revenue grew the slowest. Latin America grew the fastest, and made up the biggest portion of revenue.

Virus outbreak in Riverside, Orange counties worries horse owners

An outbreak of a deadly virus has horse trainers and owners in Riverside and Orange counties fearful for the health of their animals.

On Tuesday, a horse at the Empire Polo Club in Indio was euthanized because of complications from equine herpes virus-1. At Rancho Sierra Vista in San Juan Capistrano, 16 cases of the disease have been identified since Jan. 11 and one horse had to be euthanized.

Both sites have been placed under quarantine by state veterinarians. No horses are allowed to leave or enter, and caretakers must take sanitary precautions.

EHV-1 causes cold-like symptoms and a high fever, then progresses to inflammation of blood vessels in the spinal cord and brain, resulting in muscle weakness and, in severe cases, paralysis of the hind limbs. The prognosis is usually good for horses that can remain standing but very poor for those that can't. Some horses can carry the virus without getting sick, while others can die in as little as 24 hours.

The disease, which is spread by close contact and contaminated equipment, sent equestrians into a flurry last May, when it spread from an event in Utah to nine other states, including California.

Managers at Rancho Sierra Vista declined to comment about the outbreak, but David Provence, a manager at Sycamore Trails Stables next door, said his facility canceled a show last weekend because of the outbreak.

"Nobody would want to come to a horse show with that disease that close by," he said.

Provence is worried that the horses at his stable could get the virus, which has an incubation period of about two to 10 days. "Luckily, so far no one has shown any symptoms," he said. "It's still a knocking-on-wood type of deal."

The polo club has suspended all events, and state animal health officials put the club, stables and surrounding horse properties under a 21-day quarantine.

In the nearby town of Thermal, a weeks-long international hunter-jumper show sponsored by Horse Shows in the Sun has not been affected, said office manager Amanda Lambert.

"We're totally clean here, and we've been in constant contact with" the U.S. Department of Agriculture, she said. Organizers have, however, have instituted several sanitary precautions.

Patricia Aiken, owner of Dressage Getaway Inc., has been monitoring state updates since the death of the horse at the polo grounds. Aiken has a 27-acre ranch near the grounds and is holding a three-day dressage competition next month at the Thermal show grounds. If officials quarantine the area, she will be forced to cancel the prestigious event.

"All of my life I've been into horses and never had this situation happened before," Aiken said.

Cindy Hale of Norco, where the town motto is "Horsetown USA," said she is taking no chances with her two horses, Wally and Danny, even though she lives miles away from either outbreak. Now she prefers to ride alone rather than in groups. "You always have to be a little bit vigilant," she said.

Hale, who is also a contributing editor for Horse Illustrated magazine, said she is concerned because of how horses are kept in Southern California, especially at the big equestrian centers.

"Horses are in corrals and stalls side by side," she said. "It's very easy for disease to spread."

Ex-aides to Wisconsin governor charged with misconduct (Reuters)

MADISON, Wis (Reuters) ? Two former aides to Wisconsin Governor Scott Walker were charged on Thursday with political fundraising on public time in a development that could give fresh ammunition to critics seeking to toss the Republican out of office over a law he championed last year curbing the rights of public sector unions.

The charges against the women, both aides to Walker when he was Milwaukee County executive, stemmed from a probe into allegations of misconduct in public office as well as political solicitation by public officials and employees, according to the criminal complaint.

The investigation found that a private e-mail network had been set up and run out of Walker's office in 2010 to communicate campaign and government-related information to "select individuals," Milwaukee County district attorney John Chisholm's office said in a statement.

The charges, against former deputy chief of staff Kelly Rindfleisch and former executive assistant Darlene Wink, are the latest to involve former staffers close to the first-term Republican governor.

Earlier this month, another former deputy chief of staff to Walker was charged with fraud, accused of embezzling thousands of dollars from a fund for families of U.S. soldiers killed in Iraq and Afghanistan.

The charges against the former aides follow a fierce partisan battle in the state last year in which Republican lawmakers successfully pushed through controversial measures to curb the collective bargaining power of public sector workers.

A spokeswoman for a Walker campaign group, Friends of Scott Walker, said the policy at the county executive's office under Walker was that employees could not use county "time or resources to conduct any political activity."

"Scott Walker expected everyone to follow the law and made that clear publicly and privately," the spokeswoman, Ciara Matthews, said. Walker's office did not immediately respond to a voicemail and e-mail requesting comment.

The charges come as opponents of Walker who are seeking to unseat him submitted petitions with more than a million signatures last week to force a recall election, far more than needed. Democrats have yet to settle on an opponent to face Walker in any recall, and he retains a strong base.

Organizers are also seeking to recall four Republican state senators, including Majority Leader Scott Fitzgerald and Lieutenant Governor Rebecca Kleefisch.

Officials at the state's Government Accountability Board are working to verify the petitions, which could trigger special elections in the late spring or early summer.

The illegal fundraising charges stem from the execution of a search warrant at Walker's Milwaukee offices on November 1, 2010 - just a day before Walker beat Democrat Tom Barrett in the race to replace outgoing Wisconsin Governor Jim Doyle.

On the laptop of Rindfleisch, Walker's then-deputy chief of staff, authorities found what they said were hundreds of e-mails and instant messages showing Rindfleisch raising money for Brett Davis, a Republican candidate for lieutenant governor favored by the Walker campaign, while she was being paid by Milwaukee taxpayers, the criminal complaint said.

In one instant message chat with a friend in January 2010, Rindfleisch confides that "really half of what I'm doing" on the clock was related to the Davis campaign.

Rindfleisch, 43, has been charged with four felony counts of misconduct in public office. Each charge carries a maximum term of 3-1/2 years in prison and up to a $10,000 fine.

Wink, a former executive assistant in the county executive's office, was charged with two misdemeanor counts of political solicitation for engaging in fundraising for Walker while in a county building and using county equipment, prosecutors said.

The charges against Wink, 62, carry a maximum six months in prison and up to a $1,000 fine.

Insurgent bombing in central Iraq kills 10 people (AP)

BAGHDAD ? Insurgents bombed a house belonging to two policemen and their families in central Iraq early on Thursday, killing 10 people inside in the latest brazen attack since the U.S. troop withdrawal, officials said.

The house where the two policemen brothers lived was located in the Hamia area, about 31 miles (50 kilometers) south of Baghdad, a police officer said. It was leveled when insurgents detonated bombs they had planted around it at 1:00 a.m.

Both policemen, two children under one years of age and four women were among the dead, he added. A doctor at a nearby hospital confirmed the causality figure. Both officials spoke on condition of anonymity as they were not authorized to release information.

Also Thursday, a motorcycle bomb missed a passing police patrol in the northern city of Kirkuk, but killed two civilians and wounded five others, the city's police commander Brig. Gen. Sarhad Qadir said.

Many Iraqis fear Iraqi security forces will not be able to protect the country on their own after the American pullout, and that it risks descending into chaos resembling the years following the 2003 U.S.-led invasion.

Since the U.S. completed its pullout last month, militant groups ? mainly al-Qaida in Iraq ? have stepped up attacks on the country's majority Shiites and American-backed government institutions. More than 170 people have been killed in violence since the beginning of the year.

In an audio message aired on Wednesday, a spokesman for al-Qaida's Islamic State of Iraq who identified himself as Abu Mohammed al-Adnani said that even as the U.S. troops left Iraq, "our army still exists and is increasing day after the other."

Al-Qaida was one of the main U.S. enemies in Iraq. It was behind some of the deadliest attacks on U.S. soldiers, Iraqi security forces and American-backed government institutions.

Al-Adnani claimed the U.S. pulled its troops out of Iraq because its economy is collapsing and it needed to save money. Meanwhile, he said his holy warriors, or the "mujahedeen have the lead " and can "attack and appear whenever we want to."

Tenants go for the green build-out - Finance & Commerce

Interior design in law offices traditionally has featured pricey, imposing furniture, expensive paneling, carpeting and artwork, and other opulent touches. But the Minneapolis law firm of Nilan Johnson Lewis emphatically broke with that tradition when it developed its ecology-conscious space on two floors of the One Financial Plaza building.

The LEED-certified, 77,000-square-foot office, designed by Minneapolis-based Cuningham Group architects, offers a lengthy list of earth-friendly and energy-saving elements: sustainable hardwoods and other locally sourced materials, high-efficiency plumbing and light fixtures, and low VOC (volatile organic compound) paints and carpeting.

And, in the demolition process, Greiner Construction diverted at least 80 percent of the materials from landfills by repurposing or recycling.

Local contractors, architects and landlords say the green build-out trend is growing and can benefit even small space users with limited budgets. Along with sending a socially responsible message, green improvements also can yield significant financial benefits, said Kim Ess, the law firm?s chief operating officer.

After the firm moved into its new office in late 2009, a detailed study showed that the improvements reduced the space?s energy consumption by 35 percent. The daylight-filled space also conveys a welcoming message to clients and employees, Ess said.

Obviously, smaller office tenants do not typically have the same degree of control over their leased spaces as a large business that is leasing two whole floors. Smaller tenant-improvement budgets are one reason.

But they can apply some of the same eco-friendly and energy saving improvements, Ess said. ?Much of what we did involved lighting and power consumption.? Along with choosing energy-efficient office equipment, she said, ?you can use lamps and fixtures that not only consume less power but also generate less heat.?

Chuck Palm, vice president of engineering and sustainability for Bloomington-based Cushman & Wakefield/NorthMarq Real Estate Services, agrees that even small or mid-size office tenants can make choices that will lead to significant energy savings. Energy Star-rated PCs, copy machines and other office equipment are examples, he said.

Several national organizations have developed ?model? green leases for use by landlords and tenants, including the Building Owners and Managers Association (BOMA).

Beyond the usual legal stipulations, a green lease addresses key environmental issues such as indoor air quality, energy use, carbon credits, recycling, insurance, maintenance, operating costs, tenant improvements, green cleaning specs and building regulations.

Eric Dueholm, NAI Welsh?s vice president for corporate solutions, said he has not seen much demand for green leases in this market, ?although there is a lot of good information? available.

?What I have seen ? and what I think is most likely to continue ? is proactive efforts on the part of the landlord to ?green? their operations and more requests from tenants for green build-outs,? Dueholm said.

NAI Welsh has recently been making green upgrades to a number of its vacant office spaces to ?make them more sustainable and more marketable,? he said. ?In a lot of older spaces, it?s work that needs to be done anyway.?

David Williams, a building performance specialist and senior mechanical engineer with LHB Engineers and Architects in Minneapolis, points out that landlords and tenants can agree to split the cost of energy-saving improvements.

Williams suggests asking the landlord for data on how much energy has been used to heat, cool and light a space especially if it will be rehabbed ? ?to see if we can split potential savings by either operating the building better or improving something lessees have control over.?

Palm wishes more office tenants would take advantage of green tenant-improvement opportunities. ?I do quite a bit of auditing of commercial spaces, and it surprises me how na?ve people are about energy use,? he said. ?Even though there is a lot of opportunity to save money, we don?t get nearly as much demand as I would like to see. Most tenants are more concerned with having a nice-looking office space, not necessarily whether it is going to be energy-efficient.?

For example, ?there are opportunities missed in choosing light fixtures that look beautiful but may not be that efficient,? Palm said. ?Even with standard, 4-foot fluorescent bulbs, many people are not aware that there are multiple options available that could be 20 percent more efficient. I don?t think those are usually presented as options when architects are pulling together plans.?

Of course, some tenants, landlords and architects are greener than others. ?We?re always looking at energy efficiency and occupant health, from soup to nuts,? said Rick Carter, a principal with LHB Architects.

?In some cases, that means using less materials or salvaging materials from the build-out. Or you might not have (fixed) walls dividing up the space, which is also a green strategy,? said Carter, recently named one of the Green Building Certification Institute?s first 34 LEED Fellows, chosen for their leadership.

?Sometimes, it depends on a company?s culture,? said Andi Simon, senior director of project management for Cushman & Wakefield/NorthMarq Real Estate Services. ?Before they lease, some tenants want to know what the landlord is offering for sustainable practices.?

Simon said clients who opt for green features typically do so for altruistic reasons rather than focusing only on costs and payback. ?Some people feel it?s the right thing to do and that it supports their culture and business platform.?

In the last few years, tuition for college has grown faster than inflation. As we struggle to be able to afford payments, we often overlook the possibility that the tuition paid to schools could be wasted if the student is forced to withdraw for medical reasons.

Tuition refund insurance exists to provide peace of mind in case this circumstance arises and can put tuition money back in the pocket of students and parents. This type of plan can be an alternative or supplement to student health insurance if the student if facing severe health problems.

Many colleges have their own refund policies and it is important to understand them before taking out tuition refund insurance. Some universities will limit the ability to get a tuition refund after a certain time has passed into the school year, such as 30 days. Others base their refund policy on if a student is receiving various kinds of financial aid.

Federal law governs the federal financial aid that students receive in the case that he or she withdraws from school. The R2T4 policy decrees that students must return any unearned federal financial aid back to the government. The percentage of earned financial aid is prorated based on how much of the school term the student has completed. A 60 percent term completion counts as 100 percent as far as federal student aid is concerned.

Tuition refund insurance is only recommended for students who have serious pre-existing health conditions or illnesses that would cause a student to withdraw during their studies. Common kinds of coverage include withdrawal from school due to illness or injury as well as death of the student or parent/guardian. Other coverage types include job loss, withdrawals due to mental health conditions, and expulsion or suspension on academic or disciplinary grounds.

Tuition Refund Insurance Vs. Student Health Insurance
Keep in mind that tuition refund insurance is not equivalent to taking out health insurance plans. Most schools will still require you to buy health insurance for students or prove that the students are covered under a plan owned by a parent or guardian. These two plans are different and should not be confused with each other.

Student health insurance can ensure that health and medical costs that are incurred while at school are not prohibitive. Health insurance for students is a good bet for nearly every child who is in college or university. On the other hand, tuition refund insurance should only be purchased in the case that the probability of withdrawal is very high.

Tuition refund insurance will usually cost parents and students 1 to 5 percent of the coverage value, usually the cost of tuition. Premiums can be a good investment if the threat of withdrawal due to health reasons is serious and the family can recoup a significant portion of the school?s tuition cost.

Google's 4Q lobbying bill triples to $3.76 million

(AP) ? Google's U.S. lobbying bill more than tripled to $3.76 million in the fourth quarter as the Internet search leader fought proposed changes to online piracy laws and sought to influence a wide range of other issues that could affect its fortunes.

The amount that Google Inc. spent making its political points from October through December is by far the company's highest lobbying tab for any three-month period since Google's Washington office opened in 2005. The total compared with a lobbying budget of $1.24 million during the final three months of 2010 and $2.38 million in the third quarter of 2011.

For all of 2011, Google spent $9.7 million on political persuasion, nearly doubling from $5.2 million in 2010.

The company disclosed its fourth-quarter lobbying figures in documents filed late Friday with the U.S. House clerk's office.

Google's lobbying expenses have been rising steadily against a backdrop of intensified U.S. government scrutiny of the company's acquisitions and business practices. The focus has been prompted by complaints alleging that Google is abusing its dominance of the lucrative Internet search market to stifle competition and muscle its way into other markets.

As a foil, Google last summer hired a dozen lobbing firms to supplement the team that it already employed in its Washington office. The bills coming in from those firms contributed to the sharp rise in Google's fourth-quarter lobbying expenses, according to the company.

Google's emphasis on lobbying mirrors what Microsoft Corp. did during the late 1990s while the U.S. Justice Department pursued an antitrust case asserting the software marker had unfairly bundled its dominant Windows operating system with key personal-computer applications. Microsoft eventually thwarted the government's attempt to break up the company, but not before years of legal wrangling that included a high-profile trial.

With that case behind it, Microsoft now spends far less on lobbying than Google. In the fourth quarter, Google's lobbying expenses doubled Microsoft's $1.88 million bill. For all of 2011, Microsoft's lobbying tab totaled $7.3 million.

Google's fourth-quarter lobbying agenda included a proposed antipiracy law, which inspired an Internet protest last week. While some popular websites such as Wikipedia went dark for 24 hours, Google stamped out its colorful logo to signal its objection to proposed changes to online piracy laws. The company says the changes would result in censorship and discourage Internet innovation. More than 7 people signed a protest petition posted by Google.

Movie and music studio backed the changes ? dubbed the Stop Online Piracy Act, or SOPA ? as a more effective way to prevent rampant theft of their copyrighted material. Lawmakers postponed the legislation following the online protests.

Google's fourth-quarter lobbying push addressed online advertising, which accounts for most of the company's $38 billion in annual revenue.

Other topics covered by Google's lobbyists included: online security; personal privacy on the Internet; renewable energy; international tax reform; the treatment of corporate earnings outside the U.S.; the availability of wireless Internet access; free speech; and free-trade agreements with South Korea, Colombia and Panama.

Besides Congress, agencies that Google lobbied in the fourth quarter included: the Federal Trade Commission, the White House; the Federal Communications Commission, the Commerce Department and the U.S. Trade Representative.

The outside firms working for Google are: Akin, Gump; Bingham; Capitol Legislative Strategies; Chesapeake Group; Crossroads Strategies; Gephardt Group; Holland & Knight; Normandy Group; Prime Policy; The First Group; The Madison Group; and the Raben Group.

Offshore quake causes panic, no tsunami in Chile (AP)

SANTIAGO, Chile ? A magnitude-6.2 earthquake has struck just off the shore of south-central Chile, the area devastated by a massive temblor two years ago. There are no immediate reports of damage and authorities say it will not cause a tsunami.

Monday's quake was centered 31 miles (50 kilometers) northwest of Concepcion, and was relatively shallow at 12 miles (20 kilometers) under sea level. But Chile's navy announced that it wasn't the kind of quake to generate a deadly tsunami of the kind that ravaged nearby coastal cities when an magnitude-8.8 quake devastated Chile in 2010.

The U.S. Geological Service says the quake struck at 1:04 p.m. local time (1604 GMT). Chile's national emergency office says there are no immediate reports of injuries or damage.

In defeat, Romney aims to rebound with sharp focus on Gingrich (Reuters)

COLUMBIA, South Carolina (Reuters) ? Decisively beaten in South Carolina, Republican Mitt Romney signaled a tougher approach to newly resurgent rival Newt Gingrich on Saturday to get his 2012 presidential campaign back on track.

Romney's loss punctured his aura of inevitability as the eventual Republican nominee to face Democratic President Barack Obama on November 6 that he had built up after a narrow loss in Iowa and a victory in New Hampshire earlier this month.

The pressure on Romney following his loss in the South Carolina primary is to right the ship for the January 31 contest in Florida. It is a state with a more diverse, moderate electorate that may play more to Romney's strengths, compared to South Carolina where many conservatives felt he lacked Gingrich's fighting spirit.

"In Florida it won't be a total consolidation of the conservative vote for Gingrich," said Republican strategist Charlie Black. "The next several states are good for Romney."

Romney conceded that the state-by-state battle for the Republican nomination will now be a long one.

Romney's challenge is to avoid the type of distractions that dogged him in South Carolina, where his campaign got caught up in a controversy over when and if he would release his personal tax records.

Romney, one of the richest men ever to seek the presidency, earlier in the week acknowledged that his income tax rate is "probably closer to 15 percent than anything," making it lower than the rate paid by most wage-earning Americans. Romney has an estimated net worth of $270 million.

The tax issue allowed his lead in the state's polls to disappear and Romney bowed to a surge of late support for Gingrich, who seemed to draw a better connection with South Carolina voters.

SETTLE THE TAX ISSUE

To try to put the tax return controversy behind him, the Romney campaign has a plan to settle the tax issue next week, a Republican official said.

This will allow Romney to concentrate on what he considers a stark choice between his executive experience outside of Washington and Gingrich's experience as a high-flying consultant who has made a fortune as a Washington insider. Romney is a former Massachusetts governor.

Romney, in his South Carolina concession speech, was sharply critical of Gingrich for attacking him over his leadership at Bain Capital, a private equity firm that bought and restructured companies, sometimes resulting in job losses.

Romney said Gingrich had assaulted the free enterprise system and demonized success and prosperity. Nominating him would make it hard for Republicans to topple Obama next November, said Romney.

"Our president has divided the nation, engaged in class warfare and attacked the free enterprise system that has made America the economic envy of the world. We cannot defeat that president with a candidate who has joined in that very assault on free enterprise," Romney said, a refrain that he is likely to repeat at the first of two Florida debates, on Monday in Tampa.

The campaign is also pushing Gingrich to reveal more about his ties with troubled mortgage giant Freddie Mac, which paid the former speaker of the U.S. House of Representatives $1.6 million for consulting work.

Romney aides said they knew South Carolina would be a hard fight for him given his fourth place finish in the primary in 2008 during his previous unsuccessful run for the White House.

"Nobody runs the table," said senior Romney adviser Stuart Stevens.

But Romney has now lost two of the first three states in the nominating process.

There was not a sense that the Romney campaign was about to undergo any major changes in his campaign, unlike what occurred in George W. Bush's operation when he suffered a surprise loss in New Hampshire to John McCain in 2000.

"You have to take the long view and say, yeah, it's disappointing that we didn't sweep South Carolina, but the truth is that was never really the expectation until a couple of weeks ago when expectations got out of hand," said one Romney adviser.

Campaign aides said they believed Romney is in good position to fight a lengthy, sustained campaign to outlast Gingrich, who they do not believe can built a strong organizational get-out-the-vote effort in many states.

"We have the organization built to compete and do well in every state. We have been able to get on every ballot and have a 50-state organization. Newt, for instance couldn't even get on the ballot in his home state of Virginia," a Romney aide said.

Wet and snowy weather will persist in the West as snow returns Sunday to the Northern Plains and upper Midwest. A strong low pressure system spinning over the Pacific will push another cold front onshore throughout the day. This system will bring rain showers to the Pacific Northwest and northern California, with heavy snow showers expected in the mountains. The Cascades may see 3 to 7 inches of new snow, and the Sierra Nevadas another 7 to 9 inches of snow.

Strong winds will develop ahead of this front, with gusts from 35 to 45 mph, up to 75 mph at the highest mountain peaks. High wind and winter weather advisories remain in effect in these areas.

Elsewhere, a low pressure system over the central and northern Rockies will advance eastward into the Plains, producing 1 to 3 inches of snow across the Dakotas and upper Midwest. Late Sunday, a cold front will develop south of this system, bringing scattered showers and thunderstorms to the Mississippi River Valley. There is a slight chance storms will turn severe in the Tennessee Valley and mid-Mississippi River valley. The back side of this system will spread lingering snow showers over the Rockies.

The East Coast will see a break in wet weather as a low pressure system and associated frontal boundary moves offshore into the Atlantic. High pressure will build over the Northeast and extend down the East Coast, allowing for a dry and mild day before another system quickly approaches from the central U.S.

Temperatures in the lower 48 states ranged Saturday from a morning low of -25 degrees at Land O' Lakes, Wis., to a high of 91 degrees at Bonifay, Fla.

(AP) ? South Carolina's Sen. Jim DeMint, a tea party leader, says the South Carolina Republican primary is "clearly a two-man race" now between Newt Gingrich and Mitt Romney.

DeMint has steadfastly declined to endorse any of the GOP candidates, although he supported Romney four years ago. Asked about his persistent neutrality on "CBS This Morning," DeMint said, "I don't think there's very many people in South Carolina who are waiting for me to tell them how to vote."

He said he's focusing more on trying to win a Republican majority in the Senate.

DeMint says he thinks Gingrich handled a question about marital infidelity "as well as he could have." But he also said he didn't know what effect that might have on the outcome of Saturday's primary voting.

Embattled Olympus to remain on Tokyo stock market

(AP) ? Olympus Corp. will not be kicked off the Tokyo Stock Exchange, but the camera and medical device maker must pay a fine for covering up massive losses with false accounting, exchange officials said Friday.

Olympus will be monitored by the exchange as a security on "Alert" because significant improvements must be made in its internal control systems, it said in an emailed statement.

Olympus faced removal from the stock exchange following revelations of a scheme by the Tokyo-based company to hide 117.7 billion yen ($1.5 billion) in investment losses dating back to the 1990s.

The scandal came to light late last year after then-President Michael Woodford raised questions about huge payments for financial advice and expensive acquisitions of companies unrelated to the company's mainstay businesses. Olympus first denied, then affirmed the allegations.

The TSE said that even though the deception was perpetuated over a long period, it "cannot be deemed to have caused significant misinterpretation of profit levels or performance trends" given the size of the company. "The improper accounting practices had generally no effect on sales or operating profit."

Olympus was also slapped with a 10 million yen ($130,000) penalty because its actions damaged investor confidence in the stock market, the statement said, castigating the company for "using devious methods."

British police spent $54,000 checking the time (AP)

LONDON ? For Britain's biggest police force, time really is money.

Figures show that London's Metropolitan Police spent 35,000 pounds ($54,000) on calls to a speaking clock service between 2009 and 2011. By recording such calls, police presumably obtained proof of the times they entered into their official written reports.

The force also spent more than 200,000 pounds calling directory inquiries over the same period.

Data released after a freedom of information request from the Press Association news agency shows members of the force made more than 110,000 calls to the speaking clock, at 31 pence a shot.

The force said it was committed to cost-cutting, but there were "evidential and operational reasons" for officers and staff to need to know the exact time, and many had no direct Internet access.

A Q&A on contested Internet anti-piracy bills (AP)

WASHINGTON ? Online piracy costs U.S. copyright owners and producers billions of dollars every year, but legislation in Congress to block foreign Internet thieves and swindlers has met strong resistance from high-tech companies, spotlighted by Wikipedia's protest blackout on Wednesday, warning of a threat to Internet freedom.

House and Senate bills that once seemed to be on a path toward approval now face a rockier future. House Speaker John Boehner on Wednesday said it was "pretty clear to many of us that there is a lack of consensus at this point."

Amid the high-tech campaign against the bills, several lawmakers came out in opposition. At least four Senate Republicans who had previously cosponsored the Senate bill ? Orrin Hatch of Utah, Roy Blunt of Missouri, John Boozman of Arkansas and Charles Grassley of Iowa ? issued statements Wednesday saying they were withdrawing their support. Democratic Sen. Ben Cardin of Maryland last week said that, after listening to constituent concerns, he could not vote for the Senate bill as it is currently written.

On the House side, Rep. Rick Larsen, D-Wash., issued a statement that he had heard from many of his constituents and come to the conclusion that the House and Senate bills "create unacceptable threats to free speech and free access to the Internet."

Here are some of the some of the questions being raised about the bills being considered:

Q. Why is legislation needed?

A. There's no argument that more needs to be done to protect artists, innovators and industries from copyright thieves and shield consumers from products sold on the Internet that are fake, faulty and unsafe. Creative America, a coalition of Hollywood studios, networks and unions, says content theft costs U.S. workers $5.5 billion a year. The pharmaceutical industry loses billions to Internet sellers of drugs that are falsely advertised and may be harmful.

Q. What is Congress trying to accomplish?

A. The two main bills are the Protect Intellectual Property Act, or PIPA, in the Senate, and the similar Stop Online Piracy Act, or SOPA, in the House. There are already laws on the books to combat domestic websites trafficking in counterfeit or pirated goods, but little to counter foreign violators.

The bills would allow the Justice Department, and copyright holders, to seek court orders against foreign websites accused of perpetrating or facilitating copyright infringement. While there is little the United States can do to take down those websites, the bills would bar online advertising networks and payment facilitators such as credit card companies and PayPal from doing business with an alleged violator. It also would forbid search engines from linking to such sites.

The original bills would have let copyright holders and Internet service providers block access to pirate websites. Critics and Internet engineers complained that would allow copyright holders to interfere in the behind-the-scenes system that seamlessly directs computer users to websites. They said that causing deliberate failures in the lookup system to prevent visits to pirate websites could more easily allow hackers to trick users into inadvertently visiting websites that could infect their computers. The White House also took issue with that approach, saying "We must avoid creating new cybersecurity risks or disrupting the underlying architecture of the Internet."

Responding to the critics, House Judiciary Committee Chairman Lamar Smith, R-Texas, said he is taking the blocking measure out of his bill. Senate Judiciary Committee Chairman Patrick Leahy, D-Vt., also is reworking his bill to address those cybersecurity issues.

Q. What are other concerns with the bills?

A. Critics say they would constrain free speech, curtail innovation and discourage new digital distribution methods. NetCoalition, a group of leading Internet and technology companies, says they could be forced to pre-screen all user comments, pictures and videos ? effectively killing social media. Search engines, Internet service providers and social networks could be forced shut down websites linked to any type of pirated content.

In addition, critics contend that young, developing businesses and smaller websites could be saddled with expensive litigation costs. And, they contend existing rights holders could impede new investment in the technology sector.

The White House said it would "not support any legislation that reduces freedom of expression ... or undermines the dynamic, innovative global Internet."

Leahy responded that there is nothing in the legislation that would require websites, Internet service providers, search engines, ad networks, payment processors or others to monitor their networks. He said his bill protects third parties from liability that may arise from actions to comply with a court order.

Michael O'Leary, a senior vice president at the Motion Picture Association of America, a key supporter of the legislation, said his industry is built upon a vibrant First Amendment. "We would never support any legislation that would limit this fundamental American right," he said. Neither PIPA nor SOPA "implicate free expression but focus solely on illegal conduct, which is not free speech."

Q. Who else supports the bills?

A. The most visible supporters are entertainment-related groups such as the MPAA and the National Music Publishers' Association. But the bills also enjoy support from the pharmaceutical industry, which is trying to shut down illegal online drug operations, and electronic and auto industries concerned about people going online to buy counterfeit parts that may be substandard. The U.S. Chamber of Commerce and several law enforcement groups also back the legislation.

Q. Who are the opponents?

A. In addition to Wikipedia, many major Internet and technology companies, including Google, Yahoo!, Amazon.com and eBay, are part of the NetCoalition group opposing the bills. Disparate political groups such as the liberal Democracy for America and the conservative Heritage Action have also voiced concerns about censorship.

Q. What is the status of the bills?

A. Momentum for the bills has slowed, giving the edge to Silicon Valley over Hollywood. The Senate, as its first major business when it returns to session next Tuesday, is to vote on whether to take up the bill. Sixty votes are needed to clear that legislative hurdle. It's unclear whether supporters have the votes.

Six Republicans on the Judiciary Committee last week wrote Majority Leader Harry Reid, D-Nev., saying that while the problem of intellectual property theft must be addressed, "the process at this point is moving too quickly" and a vote on moving to the bill "may be premature."

Reid replied that the vote will occur as scheduled, saying that while the bill was not perfect and he had urged Leahy to make changes, the issue was "too important to delay."

In the House, Judiciary Committee Chairman Smith said his panel would resume deliberations on SOPA in February. Meanwhile, Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee and an ally of the high-tech industry, said he had received assurances from GOP leaders that anti-piracy legislation would not move to the House floor this year unless there is a consensus on it.

Issa, and Sen. Ron Wyden, D-Ore., are pushing an alternative to SOPA and PIPA that would make the International Trade Commission, which already is in charge of patent infringements, responsible for taking steps to prevent money and advertising from going to rogue sites.

Issa formally introduced his bill Wednesday, saying the Internet blackout had "underscored the flawed approach taken by SOPA and PIPA" and his bill was "a smarter way to protect taxpayers' rights while protecting the Internet."

It may not entirely work as a movie, but The Muppets shines as a piece of touching pop nostalgia.

The purity of the nostalgia turns this franchise film into a love letter to childhood.

You can rest easy - if you have previously loved the Muppets, you will likely currently love The Muppets.

The chorus of one of the songs declares, 'I've got everything that I need, right in front of me.' For 120 minutes, that's precisely how I felt.

[Filmmakers] hew close to the essential innocence informing the Muppets' silliness.

The Muppets is a triumph of simplicity, innocence and goofy jokes. It's a triumph of felt.

The innocence is slightly twisted, the harmonious camaraderie is slightly corrosive and the characters are slightly eccentric

I smiled throughout this madcap joyous adventure in which the Muppets are funny, silly, colourful and totally endearing in what must be the happiest film of the New Year

MY inner child - the one who loved The Muppet Show, The Muppet Movie and The Great Muppet Caper - really wants to give this film five stars.

By focusing on the Muppets of The Muppet Show (1976-1981) rather than the independent Muppets of prior films, the writers open up an unexplored aspect of Muppet lore ripe for revival.

A nice throwback to the good old days of the Muppets.

Under James Bobin's direction, however, the outing feels cheap and strangely small-screen.

An altogether charming, smart and strangely moving little movie.

The Muppets may be one of the best films of the year, not judged as a children's film, or a family film, but instead, simply as a film.

The Muppets is really two movies. And one of those movies is quite good, albeit awfully similar to previous films.

Even balcony critics Waldorf and Statler would have a hard time faulting this Wonkaful delight.

I am a fan of The Muppets and I'm glad to see them making a comeback. Maybe if this movie is a hit, they'll make a sequel where they'll actually get to be the stars of their own film.

A good imitation of the Muppet style.

The Muppets is a celebration of all things Muppets -- filled with fun, laughter and moments of pure joy.

The Muppets heralds the return of Jim Henson's beloved furry creations, resurrected from pop-culture irrelevance and lovingly restored to their former greatness in a vibrant comedy-musical.

The film's success is owed to the fact that the living, breathing actors understand the show belongs to the Muppets. In their capable paws, claws, and flippers, the fun, kindness, and total, unadulterated wackiness of The Muppet Show is finally back.

The Muppets is a joyful mix of the nostalgic past and a vibrant present. It tops the list of family movies for the holidays. The movie asks the question, "Do you have what it takes to be one of the Muppets?" Of course, we do.

The new muppet movie, written by Jason Segel and Nicholas Stoller, is a total delight. Any fears that the muppets may have been unwisely thrust into something that is outside of their inherent character can be safely allayed.

A return to form for Kermit and company.
